在地球只有一個、資源有限的情況下,要有豐富的資源維持當今社會的發展,又要有清靜舒適的生活環境,同時也須為未來世代的發展留存足夠的資源,其有效對策應從廢棄物中做有效的資源回收再利用,以減少自然資源開發,也減輕廢棄物對於環境的污染,由於台灣屬於已開發中國家的行列,相對地,亦付出環境的過度開發及追求高經濟成長率之慘痛代價。目前自然砂石歷經百餘年之開採利用,全球也正面臨這種價廉物美原料之短缺,除了研發其他替代材料及廢棄物資源化外,然而推動廢棄物做資源再利用,才是有效率節省粒料使用之基本作法。 本研究首先以蒐集彙整分析台灣地區資源回收再利用相關法規,並從「政策面」、「法規面」、「執行面」及「需求面」做一探討,對於台灣地區廢棄物處理現況及問題分析,並實地查訪國內資源回收再利用工廠,再針對綠營建資源回收再利用材料及工廠做分析及討論,探討台灣地區綠營建資源回收再利用問題及提供解決對策。最後則提出綠營建資源回收再利用應用於營建工程之一套詳細評估流程供國內政府相關單位做參考。 Under the circumstances that “there’s only one earth” and with limited resources, we need copious supply of natural resources to maintain our present social developments; we also need a peace and comfortable living environment while saving natural resources for the development of future generations is needed the most. To deal with there obstacles we have to do efficient reuse of recycled resources, in the mean time, we also reduce environmental pollutions caused by wastes. As to the fact that Taiwan has become one of the “Developing Countries”, relatively we paid high prices for such incidents as over-development of the environment and huge economic progressions. During more than a hundred years of mining for natural sandstones, in this present time, we face the shortage of this inexpensive raw material throughout the globe, besides researching replacement materials and waste recycling, the reuse of waste resources would be the fundamental practice of efficiently saving the grains. This study is based first on collecting, organizing, and analyzing the related laws and restrictions of the reuse of recycled resources in Taiwan. Then confer on different aspects such as political, laws and restrictions, execution, and demand aspect. With the analysis of the waste treatment and its problems in Taiwan, and practically investigate domestic recycling plants. Next we analyze the reuse of recycled resources problems of green constructions in Taiwan and provide solutions to it. At last, we come to a sophisticated procedure of the reuse of recycled resources of green construction as which applied to construction engineering and as a reference to government supervisors.
