營建署於104年度將「市區道路養護管理績效考評」及「市區道路人行環境無障礙考評」年度考評計畫，整合為「市區道路養護管理暨人行環境無障礙考評計畫」單一考評計畫，而桃園市亦於104年首次以直轄市參與當年度考評計畫，由於104年甫升格直轄市，內部組織重整與相關業務尚未完全整合，因此，該年度考評成績並不理想，也顯示桃園市人本環境尚有許多政策及實際作為須待改進。 本研究藉由人本環境及無障礙設施相關文獻資料回顧，從中瞭解人本環境現行規範，並透過營建署歷年辦理市區道路養護管理暨人行環境無障礙考評計畫之評鑑報告，探討桃園市人本環境尚待改善之處，並對桃園市近年辦理人本環境改善工程是否符合人行環境指標，進行案例分析，後續則以問卷調查方式，探討桃園市近年推動人本環境改善政策，其成效是否符合民眾期待，作為提升桃園市人本環境維護管理精進作為之參考，最後總結，對於現行人本環境精進作為成效提出結論及具體建議。;The Construction and Planning Agency Ministry of the Interior integrated two annual assessments, including the "Urban Road Maintenance Management Performance Evaluation" and "Urban Road Pedestrian Environment Accessibility Evaluation" into the "Urban Road Maintenance Management and Pedestrian Environment Accessibility Evaluation Project" in the fiscal year 2014. It is a single assessment plan, and Taoyuan City also participated in the assessment plan as a municipality for the first time in 2015. As it was upgraded to a municipality in 2015, the internal organization reorganization and related businesses have not been fully integrated. Therefore, the assessment results for that year were not satisfactory. It also shows that Taoyuan City′s human-centered environment still has many policies and practical actions that need to be improved. Therefore, this study used the literature review of human-centered environment and barrier-free facilities to understand the current human-centered environment regulations, and discussed the evaluation report of the Urban Road Maintenance Management and Pedestrian Environment Accessibility Evaluation Program through the Construction and Development Agency over the years. Taoyuan City’s human-centered environment needs to be improved. Case studies will be conducted on whether Taoyuan City’s human-centered environment improvement projects in recent years meet the pedestrian environment indicators. Follow-up surveys will be conducted to explore Taoyuan City’s policies to promote human-centered environment improvement in recent years. , Whether its effectiveness meets the expectations of the people, as a reference for improving Taoyuan City′s human-based environmental maintenance and management, and finally summarized, and put forward conclusions and specific suggestions for the effectiveness of the current human-based environmental improvement.
