    摘要: 經濟部已公告兩處低放處置設施建議候選場址,台電公司則持續參考國際處置技術發展與國內建議候選場址環境條件,推動低放處置計畫。作為放射性廢棄物安全主管機關的原能會放射性物料管理局,除要求台電公司應滾動檢討並精進各項處置技術外,亦需積極投入資源以提升管制量能,精進我國低放處置審驗技術與管制法規,嚴密管制低放處置設施安全。爰此,本計畫將提出「 111 年低放射性廢棄物坑道處置源項與工 程審驗技術研析」 計畫 案 ,內容包含處置設施工程材料特性之審驗要項研究、坑道處置不同化學環境之力學及水力耦合特性研析,以及超 C 類放射性廢棄物 ( 處置安全管制研究等。透過以上 之研究主題,習得國際低放廢棄物處置技術與法規發展趨勢,並探討我國環境地質條件與處置設計概念,提出適合於我國之低放處置安全管制要項建議,並協助主管機關精進我國低放處置審驗技術與管制法規,期為民眾做好低放射性廢棄物處置安全把關工作,以徹底解決核廢料問題。 ;The Ministry of Economic Affairs has announced two proposed candidate sites for low-level disposal. Taiwan Power Company has continued to promote low level disposal plans by referring to international disposal technologies and domestic proposed environmental conditions for candidate sites. In addition to requiring Taiwan Power Company to continuously improve various disposal technologies, the Fuel Cycle and Materials Administration also needs to complete the low level disposal verification technology and regulations, and strictly control the safety of low level disposal. Therefore, this project proposes " Research on source term and engineering verification technology of low level waste tunnel disposal ". T his project includes Research on the key items for verification of material properties of disposal facilities Research of mechanical hydraulic coupling characteristics of tunnel disposal in different chemical environments and "GTCC disposal safety control research", etc. Through the project, we will understand the development trend of international low level waste disposal technology and regulations, and discuss domestic environmental geological conditions and disposal design concepts. Put forward important suggestions for domestic low level disposal safety control.
