為利各項消防勤務遂行、維護工作紀律及激勵工作士氣,消防機關設有勤務督導制度,於平時定期監督、考察及關懷慰問各外勤單位勤務運作情形,此乃勤務制度中極為重要的一環,是推展消防工作,落實基層勤務有效方法之一。本研究對於勤務督導小組之運作進行探討,現行小組指派方式由人工依過往經驗編排,除排班作業費時外,在僅追求「督導次數平均」之表象下,並未參考其他客觀數據,以致未能真正落實公平性,期能藉由發展本科學模式,提升排班作業效率及督導工作公平性。 本研究為研擬一最佳化之勤務督導排班系統,以勤務督導小組排班限制做為條件設定,採 0-1 整數規劃方式建構數學模式,選用 LINGO 17.0 軟體為運算工具,配合 Excel 2019 軟體輸出求解,將該最佳化決策模式與現行人工經驗排班結果進行效益分析,並因應實務政策需要,進行敏感度及方案分析,據以規劃出「公平、快速又合理」之班表,提供未來消防機關排班作業及人力配置之參考。;In order to facilitate the implementation of various firefighting operations, maintain work discipline and stimulate work morale, the fire department has set up a duty supervision system, and regularly supervises, inspects and cares for the operation of various field units. This is an extremely important part of the duty supervision system, and it is one of the effective ways to promote fire protection work and implement grass-roots service. This study discusses the operation of the duty supervision group. The current team assignment method is arranged manually based on past experience. Not only the work scheduling is time consuming and under the appearance of only pursuing the "equal number of supervisions", but it does also not refer to other objective data, so that It is impossible to implementing fairness truly. It is hoped that by developing a scientific model, the efficiency of shift scheduling and the fairness of supervision work can be improved. This study develops an optimized scheduling system for duty supervision, which is set based on the scheduling restrictions of the duty supervision group. It adopts the 0-1 integer programming method to construct a mathematical model, selects the LINGO 17.0 software as the calculation tool, and cooperates with Excel 2019 software to output the solution. By analyzing the benefit of the optimal decision-making model and the current manual experience of scheduling results, it conducts sensitivity and plan analysis according to the needs of practical policies, so as to plan a "fair, fast and reasonable" shift schedule. This study provides a reference for fire department scheduling operations and manpower allocation in the future.
