摘要: | 近年來,全球氣候變遷所引發的極端天氣事件和天然災害,已成為國際間急需解決的重大議題。因此,災害管理不僅關係到國家安全和民眾生命財產,更牽涉到社會、經濟、環境的全面發展。本研究主在探索敏捷專案管理策略運用在災害管理的整備階段作法,以提供公部門導入此策略的指引參考。研究方法涵蓋不同角度的探討,從文獻探討、案例研究到專家問卷、深度訪談,以確保研究充滿深度和廣度。從近年來全球災害的趨勢變化,引述日本哈吉貝、美國卡崔娜及八八風災作為專案的經驗學習,續以敏捷專案管理與傳統的瀑布式專案管理進行專案探討、比較,以揭示敏捷方法在災害管理中整備作為的實務。值得注意的是,在公部門引入敏捷專案管理時,可能會面臨諸多挑戰,包括官僚文化的衝擊與組織變革等困難等,並參照英、美等國政府轉型敏捷專案管理經驗作對比,提出可行作法。本研究亦深研選擇適合的敏捷教練,以協助組織、專案團隊在轉型過程中克服障礙,確保災害管理整備的目標順利實現。最後提出研究結論與建議,以一個全新的管理與思維框架,來應對不斷變化的災害管理環境,供公部門在災害整備的實務運作中參考,期盼在敏捷的框架下,提升災害管理的效能,實現更為積極、迅速且有效的災害整備。故本研究不僅為災害管理領域導入新的思維,更提供了實務上的寶貴建議,具有相當的學術和實務價值。 ;In recent years, extreme weather events and natural disasters caused by global climate change have become a major issue that needs to be solved urgently. Therefore, disaster management is not only related to national security and people′s lives and property, but also involves the overall development of society, economy and environment. This study aims to explore the application of agile project management strategies in the preparation phase of disaster management, so as to provide guidance for the public sector to implement this strategies.The research methodology covers different perspectives, from literature discussions, case studies to in-depth interviews with experts, to ensure that the research is full of depth and breadth. Firstly, based on the changes in the trend of global disasters in recent years, this paper cites the experience of Japan′s Hagibis Typhoon, Hurricane Katrina in the United States, and Typhoon Morakot in Taiwan, and then discusses and compares agile project management with traditional waterfall project management, so as to reveal the practice of agile methods in disaster management.It is noteworthy that when the public sector introduces agile project management, it may face many challenges, including the impact of bureaucratic culture and organizational change, etc., and a feasible approach is proposed by referring to the experience of the governments of the United Kingdom and the United States in transforming agile project management. This study also examines the selection of appropriate agile coaches to help organizations and project teams overcome obstacles in the transformation process and ensure that disaster management and preparedness goals are successfully achieved. Finally, the conclusions and suggestions of the study are put forward to deal with the changing disaster management environment with a new management and thinking framework, which can be used as a reference for the public sector in the practical operation of disaster preparedness, and it is hoped that the efficiency of public sector disaster management will be improved and more active, rapid and effective disaster preparedness can be achieved under the agile framework. Therefore, this research not only introduces new thinking in the field of disaster management, but also provides valuable practical suggestions, which has considerable academic and practical value. |
