    Abstract: 出流管制的設計是為了削減開發基地洪峰流量,來達到開發計畫逕流零增量的目的。然而出流管制審監辦法自施行以來,因土地開發行為態樣之複雜與出流管制設施完工後維護管理章節規範著墨不多等實務面問題,導致日後出流管制工程完成後可能無法達成預期目標之困擾。本研究以「桃園航空城計畫區段徵收統包工程」先期10個分標工程實際案例進行分析,以其出流管制計畫受審查時之缺失意見或未注意事項,統計彙整出常態性(通案性)缺失,並提出完工後出流管制設施監督與管理之可行方式與對策。藉此讓出流管制計畫從設計到審查通過以致於未來維護管理等階段皆能有所參考,落實出流管制全生命週期精進作法之研究。未來可供數百公頃以上大面積且分期、分標開發之出流管制案件執行單位與審查單位參考。;The design of outflow control is to reduce the peak flow of development base and achieve the purpose of zero increase in runoff from the land development plan. However, since the implementation of the outflow control review and supervision regulations, due to practical problems such as the complexity of land development activities and the lack of regulations on post-completion maintenance and management of outflow control facilities, the outflow control projects may not be effective after outflow control plans are executed. This study analyzes 10 first-phase projects of the "Taoyuan Aerotropolis Zone Expropriation Turnkey Project", and statistically summarizes the common faults or issues not paid attention to when the outflow control plans were reviewed. This research also proposes feasible methods and countermeasures for the supervision and management of outflow control facilities after completion. In this way, the outflow control plan can be used as a reference from design to review and approval to future maintenance and management, and to implement research on improved practices in the entire life cycle of outflow control. In the future, the research outcomes can be used as a reference for implementing and reviewing outflow control projects in large-scale, phased, and segmented developments covering hundreds of hectares.
