摘要(中)

本研究目的在於探討基隆火車站周邊機車使用者之駕駛經驗與停放特性，找出駕駛者所面臨的停車問題，與分析目前機車停車位的供給是否足夠。首先應用結構方程模式中之驗證性因素分析方法，找出影響機車駕駛者停車區位選擇之潛在因素；再應用個體選擇模式探討機車駕駛者停車區位選擇之影響因素，並且根據主要之影響因素提出改善方法。
結構方程模式中驗證性因素分析結果發現影響駕駛者停車區位選擇之潛在變數包括「停車位供給與需求」、「停車資訊」與「公共道德」。個體選擇模式分析結果顯示駕駛者在居住地的居住時間、一星期至車站之停車次數、停車延時、步行時間、容忍之步行距離、停車位供給與需求、停車資訊與公共道德為顯著影響機車駕駛者停車區位選擇之重要變數。
研究結果發現基隆市區多數路邊停車格未經過管理，因此對於停車格的劃設與是否實施收費管理政策需重新規劃；至於停車位供給的增加，可參考停車需求的增長趨勢以興建或新增停車場；停車需求減少方面，則應配合大眾運輸系統發展目標，鼓勵大眾搭乘大眾運輸工具；同時推動民眾路權觀念的建立，著重於「3E」，分別為對民眾教育(Education)、停車設施工程改善(Engineering)與員警加強執法(Enforcement)。

摘要(英)

The principal purpose of the study is to investigate the driving experience, parking properties and violation of law-enforcement of motorcycle drivers and to explore the gap between the supply and demand of parking spaces for motorcycles around Keelung Railroad Station in Taiwan. We use the CFA (confirmatory factor analysis) of SEM (structural equation models) to release the latent variables that influence the choice of parking behavior for motorcycle drivers. Followed by applying the disaggregate multi-logit models, we find the significant factors that influence the choice of parking behavior and lead to propose some improvement ways.
The result of applying CFA of SEM shows the supply and demand of parking spaces, the available parking information, and the public moral be the three major latent variables. The application of disaggregate choice model exhibits the duration of residence at current address, trip frequency to the railroad station per week, duration of parking, walking time to the railroad station after parking, tolerant walking distance after parking, supply and demand of parking spaces for motorcycles, parking information and public moral are significant to the choice of parking behavior for motorcycle drivers.
The findings of the study show that (1) the law enforcement on roadside parking spaces have been loose; that suggests the collection of parking fees may be worth implement, (2) the necessity of building new parking area may be carefully considered in response to the dramatic increase of parking demand, (3) encouraging the public to use public transportation systems to reduce parking demand with the emphasis of the traditional 3E policies, i.e. education, engineering and enforcement, may be effective to guide the motorcycle drivers to have the appropriate parking behavior.
