Abstract:	由於社會、經濟、政治技術環境快速的變遷，加上企業組織日益的龐大，許多非例行性的工作也日漸增加，所以企業間常以專案的形式來進行一些非例行性工作，由於專案的進行方式較具有彈性即可變性，因此對於目前日益複雜的環境能有較好的適應性。又因環境的不確定性，使得專案在施行上可能會遭遇許多的風險，因此專案風險管理就顯的十分重要。過去有關專案的研究大都是著重於專案時間排程的研究，例如要徑法（CPM）、計畫評核術（PERT）等等，或是著重於專案風險的數量評估模型，例如一些運用蒙地卡羅法的模擬軟體，或是一些著重於概念上專案風險管理的執行步驟等，整合概念性與數量模型的研究卻鮮少尋獲。在風險回應方面，以往的研究大都著重於風險回應策略的制訂與選擇，但是卻鮮少考慮到資源限制的情況，在資源有限的情況之下，回應策略的選擇就變的重要。本研究即在探討與建立一個專案風險回應選擇模式，首先根據相關的文獻回顧建立一個整合性的專案風險管理模型，並將風險分析與評估回應策略量化，再利用蒙地卡羅的模擬軟體加以推估其數值；而在風險回應策略的選擇則是利用風險矩陣（Risk Matrix）與背包問題（Knapsack Problem）的形式與解法來做選擇，使得專案經理人能在資源有限的情況下，有效的選擇其風險回應策略，最終建立一的合理且適當的專案風險管理決策輔助系統。 This study constructs a project risk management response strategies choosing model. At first, we use the past relative researches to construct an integrated project risk management model, then quantify project risk analysis and risk response strategies. Secondly we use Monte Carlo simulation to evaluate the risks and the risk response strategies. And finally using risk matrix and knapsack problem to choose the risk response strategies. So it can help a project management to choose risk response strategies effectively under resource constraint.
