摘要:	行政院公共工程委員會為提昇國內公共工程施工品質，於民國82年10月頒行「公共工程品質管理制度」希望藉由推行此制度提昇國內公共工程施工品質。此制度藉由工程主管機關執行施工品質查核系統，工程主辦單位執行施工品質查驗系統，以及承包商執行施工品質管制系統之三級品質管理制度。從施工中以有效之製程管制，對材料設備及施工作業進行有效之監控，以達到提昇公共工程的施工品質。建設公司建案推行與民眾生活息息相關，其工程品質之良窳，對國人生命財產至為重要，因此建設公司推行三級品質管理制度，以提昇工程施工品質，實為不可輕忽之課題。本研究特以建設公司延用公共工程「三級品質管理制度」以強化薄弱的品質管理能力及執行成效，提昇建設公司建案品質，強化消費者信心，改善產業環境。從公共工程到民間工程同步實施「三級品質管理制度」，使從業人員養成「品質是習慣出來的」，在不斷的改進下建立未來「全面品質保證」 (T.Q.A)為最終目標。 In order to enhance the overall quality of public construction, the PCC (Public Construction Commission), Executive Yuan enforced the “Management system of public construction quality control ”on Octobor 1993. Such a framework is implemented through related authority for quality appraisal and evaluation. The superior authority /entrusting entity would be responsible to supervise the construction quality and the contractor put “three scale quality control (TSQC)” framework/ the ISO quality management standards into practice. All these measures are taken to handle the construction procedure effectively, to monitor the material equipments and construction operation sufficiently, therefore,to further achieve the goal of higher quality in public engineering. The public construction projects are closely related to civilian’s life in general; in other words, the quality of public construction is extremely important to citizens’ life and property. Thus, the TSQC framework cannot be ignored when confronting the quality control issue promoted by construction companies. The present research focused on how construction companies adopted the TSQC framework to strengthen the weakness of incompetent quality control and enforcement effectiveness. In addition, by using the framework helps to build up consumer confidence and to make it better off for the industrial environment. To sum up, whether carried out from public to private construction, the framework will make the staff to develop the habit that quality is the true spirit of construction. Under constantly improvement, it is believed that our ultimate goal of “T.Q.A.” isnot far toreach in the near future.
