    Title: 都市焚化廠設施維護管理之研究--以台北縣八里焚化廠為例

    Abstract: 環保署自民國八十年起積極推動大型垃圾焚化廠興建工程,目前已有21座廠順利完工營運,設計處理總量為每日21,900噸,這些垃圾資源回收(焚化)廠透過現代化之設備,將可使垃圾處理達到減量化、安定化、衛生化及資源化之目標。因應焚化廠興建完成後之設備運轉維護為後續工作之重點,適時建立維護管理機制,進而提昇焚化廠設備使用壽命及效率。 為使「焚化廠」得以提昇使用年限與維護管理,應建立最適宜之設備生命週期評估與維護管理制度,提升設施可靠度以降低維護之成本,回顧過去焚化廠之維護管理因設備新穎多停留在消極的目視巡查與一般簡易的清理養護,而對於設備的功能折損,眾多焚化廠皆採取被動式的壞了再修的策略。面對使用年限逐漸成長的老舊設備,為了恢復設備原有功能,達到永續利用的目的,必須研擬妥適的維護管理對策,積極性的維護工程在質與量上都與傳統的保養維護有極大的差異,傳統的保養維護僅止於消極的維持設備功能正常運作,而積極性的維護工作則是以設備的生命週期為基本考量,維持設備服務水準與操作的穩定,甚至延長設備服務年限。 本研究藉行政院環境保護署為輔導國內公(民)營大型垃圾焚化廠正常操作營運,並提昇操作營運維護管理之績效,依據目前已公告實施「已運轉垃圾焚化廠操作營運輔導查核及績效評鑑實施要點」,藉評鑑制度之執行提出操作、營運、維護成果之分析,提昇焚化廠維護管理之成效。 Environmental Protection Administration actively promoted the large-scale refuse incineration plant since the 80th year of the Republic of China, up to now these are 21 plants have been completed and operation successfully, refuse disposal total amount of 21,900 tons as every day. This refuse recycling through the modernized equipment can make waste disposal reach the goals of reduction, stable melting, hygiene and recyclable treatment. Operation objective of refuse incineration plant shall devote to continually upgrade its operation management and maintenance abilities for improving equipment service life and efficiency In order to improve equipment service life, the estimated period of equipment service lift and maintenance management shall be established for increasing equipment available and reducing repair cost. Most staff maintains and operates waste incinerators to adopt passive method and keeping basic function only. But old equipment need to be restored and recovered original function, we shall consider that actively maintenance will improve equipment available and increase service lift, therefore, actively maintenance differ with traditional method. This research makes use of the Environmental Protection Administration of executive organ to operate the large-scale refuse incineration plant, and improve efficiency. In accordance with Regulated Recyclable Waste Incinerators Auditing and Certification Regulations to make analysis of operation, working and maintenance for improving maintenance management of refuse incineration plant.
