    Abstract: 良好的工程師指派計劃可幫助技術服務廠商有效率地完成技術服務專案,以確保顧客的需求及維持良好的技術服務品質。然而,以往技術服務廠商對於工程師指派,大多以人工主觀經驗進行,不僅費時且往往無法配合實際營運之工作需求,造成人力的浪費。另外,近年來國內部分企業已逐漸採用國外盛行之彈性化的管理方式,如「數量彈性化」新觀念,以提高競爭力。有鑑於此,本研究針對技術服務廠商工程師指派問題,利用數學規劃及電腦演算法技巧,配合可行的彈性管理策略,建構最佳工程師指派模式及解法,幫助技術服務廠商有效率地決定工程師指派決策。 本研究考量一技術服務廠商工程師指派方式,以系統最佳化的觀點,輔以「數量彈性化」的人力資源管理策略,建構一整數規劃模式,利用OFFICE EXCEL 2003建立該模式之參數資料庫,以及搭配使用數學規劃軟體LINGO 7.0,決策者僅需於參數資料庫輸入各項參數,即可快速輸出最佳工程師指派模式。最後,本研究係以模擬技術服務廠商的技術服務工作進行範例測試。並比較本研究模式與人工主觀經驗指派方式之效益,結果顯示本研究模式之效益顯著。 A good engineer assignment plan can help technical services providers to efficiently complete technical service projects, in order to meet customer needs and maintain good technical service quality. However, in the past when technical services providers conduct engineer assignment, it is usually conducted via artificial subjective experience. This is not only time-consuming but also frequently cannot be coordinated with the practical work needs in actual operation, resulting in waste of human resources. Additionally, in recent years some domestic corporations have gradually begun to use flexible management, prevalent in foreign nations; for example, the new concept of “numerical flexibility,” in order to improve competitiveness. In view of this, this study emphasizes the problem of technical services providers engineer assignment. It uses mathematical programming and computer algorithms, combined with feasible flexible management strategies to construct the optimal engineer assignment model and solutions, to help technical services providers in effective decision-making regarding engineer assignment. This study considers one method of technical services providers engineer assignment, from the perspective of system optimization, supplemented with the human resources management strategy of “numerical flexibility,” to construct an integer programming model. It uses OFFICE EXCEL 2003 to establish the parametric database for the model, supplemented with mathematical programming software LINGO 7.0. The decision-maker only needs to input various parameters in the parametric database to quickly output the optimal engineer on assignment model. Finally, this study conducts sample testing by simulating the technical service work of technical services providers. Also, it compares the benefits of this model with those of artificial subjective assignments; it is found that there are significant benefits of the model in this study.
