    Title: 統包模式規劃設計階段影響進度之研究-以變電所工程為例;Factors Affecting Design Schedule in Turnkey Project- An Example of Primary Distribution Substation Project

    Abstract: 台電公司所推動「第六輸配電計畫」中之變電所新建、擴建工程,因配合政策及精簡公部門之業務,由傳統設計後發包施工之形態轉變為統包型式。希望藉由設計單位與營造廠共同組成團隊之統包承攬方式,可達到工期縮短、品質穩定及降低成本等效益。惟因變電所不同於一般建築工程,此模式下設計單位須依循主辦機關提供之基本圖說及嚴謹的設計規範進行規劃設計作業。設計單位從初步溝通、平立面確定至細部設計完成,每個階段均需業主之審核。且因設計未完成即同時施工,設計內容幾乎決定了工程的成敗,故如何在規劃設計階段有效排除影響進度之相關問題,為提高統包工程整體效益之重要課題。 本研究經由文獻回顧、實務案例蒐集及多方訪談後,歸納出影響設計進度之成因,共計五大類27項影響因子。並透過問卷調查及交叉分析後,統計出影響設計進度最主要之成因為「政府單位審查作業冗長」、「統包商界面整合能力不足」、「民眾抗爭或政治力介入」等項目。 本研究並分別以主辦機關、統包商、設計單位等三者之立場,各別擬訂相關影響因子之改善對策。如為避免「民眾抗爭或政治力介入」此類因素產生,主辦機關應於規劃初期對當地民眾舉辦說明會、公聽會及參觀行程等,並製作紀錄,俾為申辦建築許可之佐證資料。而統包商及設計單位,則應於工程投標前,對民眾抗爭與政治力介入情形先行暸解,評估是否影響未來工進,再決定是否投標;並於得標後,以各自專業立場,協助主辦機關與民眾、民意代表及政府單位等進行有誠意之溝通,俾降低此類影響因子之風險。本研究研擬之各項改善及因應對策,可供上述單位作為改善統包工程設計進度之參考,並藉以達到提昇設計品質及統包工程整體效益之最終目的。 The procurement methods of “The Sixth Power Distribution Construction Projects” of the Taiwan Power Company (the owner) have been changed from traditional design-construction process into turnkey due to changes of Government’s policies. The changes were intended for shortening construction periods, improving construction quality, and decreasing construction costs. However, turnkey projects of the primary distribution substations in the Projects still need to follow the basic designs and specifications provided by the owner. Moreover, the turnkey contractor also needs to communicate with the owner during the design process and to obtain the owner’s approval for all design results. Difficulties occur in the design phase has become a serious issue for the turnkey contractor to finish the project on time. This research obtained 27 factors, categorized into 5 areas; that affect the design schedule for the primary distribution substation projects by literature review, case study, and interviews with experts. Results of a questionnaire survey concluded that the most important factors were “Public Contending or Politics involvement,” “Long agency’s review time,” and “Insufficiency of project integration” among all factors. This research drafted various strategies in dealing with the factors from the perspectives of the owner, the turnkey contractor, and the designer. E.g., for the public contending or politics involvement issue, the owner should held public hearings before applying for construction permissions; the turnkey contractor and the designer should evaluate the situation before entering the contract and facilitate the coordination and communication between the owner and the public once the contract is awarded. Results of this research should serve as useful references for the personnel who are involved in such turnkey projects.
