土木工程營建測試實驗室領域於財團法人全國認證基金會推動下,至2006年12月止共計認證核可了219家之土木營建類測試實驗室。而本研究針對ISO 17025 “測試與校正實驗室能力一般要求”之國際標準規範,與ISO 17020 “不同型式檢驗機構運作之一般準則”國際標準規範進行探討,並蒐集整理台灣、香港及大陸地區之檢驗機構發展型態,對組織、管理、技術要求之架構作一比較,並以此建立適用於檢驗機構作申請認證之文件,提供土木工程營建測試實驗室有意轉型土木工程營建類檢驗機構之參考,本研究以中央大學土木工程材料研究所「智慧檢測車研發團隊」,自行研發組裝之「慣性剖面儀」為例,進行申請道路檢驗機構之認證,對台灣地區道路鋪面之檢測能力提昇標準化及國際化,達到國際水準及路平路暢之康莊大道。 Under the impetus of Taiwan Accreditation Foundation (TAF), until Dec 2006, there has 219 Civil Construction Engineering testing Laboratories been approved .The main objective of this research is to discuss the ISO/IEC 17025 (General requirements for the competence of testing and calibration laboratories) and the ISO/IEC 17020 (General criteria for the operation of various types of bodies performing inspection.), to glean developing pattern and compare the frameworks of the architecture, management, and technical requirements between bodies performing inspection those who are from Taiwan, Hong Kong and Mainland China, to establish documents needed for applying accreditation, and to supply references for Civil Construction Engineering testing Laboratories intended to upgrade to bodies performing inspection. The research takes the ‘ inertial profiler’, made by the ‘smart car inspection R&D team’ from the department of Material Engineering NCU, for example, to address the application to be a body performing inspection, and to standardize and internationalize the pavement inspection capability.
