摘要:	政府機關是遍布全臺、規模最大、服務面向最廣之公共服務機構。公務機關中之工務部門所提供之服務，給人印象最深刻不外乎是鋪橋造路、核發建使照、築河堤及辦理公共建設等業務，總會讓人認為是具有強烈陽剛氣息之服務單位。在瞬息萬變的時代下，民眾對於政府之需求亦越來越多樣化，所以，公務機關應改變思維與作風來執行為民服務工作。為民服務之執行，如僅就行政單方面加以變革，是無法讓服務方針迅速發揮完善。公務機關如能善用15大資源方法：放寬限制、共同分享、多元使用、創新價值、整合運用、彈性調派、化繁為簡、e化網絡、溝通協調、民間參與、時間管理、永續思維、強化能力、環境再造、適度外包，再結合參考桃園縣政府工務處善用社會人力、財力、團體、土地、資訊、知識、物力、時間、公務及環保等10大資源之網絡力量來推動為民服務，將為機關提高服務成效。桃園縣政府工務處除善用資源並透過八大服務核心理念，且以「廉潔、效能、縣民滿意」為總品質目標，落實由首長親自率領執行，並以專業、人文、創新之服務方針，細膩的思維感受人民需求，專業的能力營造縣民優質居住生活環境，充分運用內部之員工人才，更以積極的企圖心發揮卓越的服務品質。在善用資源提升管理服務品質，應先帶著「願景」角度做議論，使計畫、組織與服務品質目標一致；續抱著「專業」做決定，以專業知識決定計畫內容、實施步驟及推動作法，由上而下以具體方式展開；再懷著「確信」的態度來執行，以定期追蹤管制、查核及檢討，並持續辦理改善。 The Government is proliferates around Taiwan, the biggest and broadest organization. The general meeting lets the human think that has intensely positive organization. Under fast changing time, people demand for government is diverse; therefore, public works department should change the thought and the attitude for the services. Serves the people, if only unilaterally performs change on the administration, is unable to let the service policy rapid display. The public agency can make good use of 15 big resources :the relaxation , shares, the multi-dimensional use, the innovation , the integration, the elasticity, simplification, the e-network, the communication, the folk participation, the time management, continue to think, the strengthened ability, the environment restoration, the moderate outsourcing, the recombination refer to the Taoyuan County government public works department to make good use of the social manpower, the financial, the association, the land, the information, the knowledge, the physical resource, the time, the public works and the environmental protection and so on network of strength 10 big resources impel for the service, will enhance for the institution service. The Taoyuan County government public works department makes good use of the resources and penetrates eight big service core ideas. Take “honest, efficient, people satisfied” as the goal, carries out leads the execution, and by the specialty, humanities, innovation of service, the exquisite thought feels the people's demand, the specialized ability builds high quality living conditions, utilizes staff of talented fully the internal, by positive attempt of figure display remarkable service quality. Making good use of the resources to promote service quality, should have “the vision” to make the discussion first, causes the plan, the organization to be consistent with the service quality goal; Continues is holding “specialized” the decision making, by the specialized knowledge decision plan content, the implementation step and the method. Launches from top to bottom by the concrete way; Harbors again “believed firmly” the manner carries out, by the regular tracing control, checks and examines, and continues to handle the improvement.
