The investigation of the first paper of the present series is extended to include the effect of spatial inhomogeneity, i.e., the surface density, angular velocity, and velocity dispersion gradients of a stellar disk. Similar to the investigation of the first paper, the well-elaborated mathematical methods of plasma kinetic theory are used. The influence of disk inhomogeneity on the oscillation spectrum of different small-amplitude oscillations in a stellar disk of flat galaxies is studied.
