摘要: | 對台灣地區的鐵、公路系統而言,許多早期建造的橋梁已屆其使用年限,而今日之交通卻又日益頻繁,隨著運輸路網規模擴大,台灣地區橋梁已面臨沖刷、腐蝕、老化、劣化、耐震能力不足等問題,為防患未然,避免因橋梁損壞影響交通對社會造成衝擊並造成生命財產之損失。行政院於八十四年起即責成交通部積極進行各項橋梁安檢維護作業,交通部於八十六年七月完成「台灣地區橋梁安全管理策略探討與制定」研究,將建立中央橋梁管理系統及合適各橋梁主管單位使用之管理系統,列為現階段重點工作,希望利用有系統、有效率的電腦化管理方法,結合GIS(Geographic Information System)、GPS(Global Positioning System)及網路技術,以協助橋梁管理機關進行橋梁之管理,而提高橋梁服務水準,確保結構穩定性與安全性,俾維護陸路運輸機能,有效運用資源,降低使用及維修成本,並延長橋梁使用年限。 本計畫之目的在於汲取國內外橋梁管理系統與地理資訊系統相關發展經驗及應用現況,配合國內各橋梁管理單位之作業特性與管理需求,並收集橋梁管理以及防救災相關之天然環境及人類活動等空間資訊,發展一套適合國內環境使用,且具有空間分析及視覺化決策支援能力之橋梁管理系統,以明確責任、簡化作業、方便溝通為發展目標,提供交通部以及相關單位使用。 Among the railway and highway systems of Taiwan, many bridges have already reached their designed life span. As the transportation network expands and traffic volume becomes heavier. All the bridges face rather severe problems, namely, scouring, corrosion, aging, deterioration and insufficient of seismic resistance. To secure the bridges and prevent bridges' failure create life and property losses. The Executive Yuan has ordered the Ministry of Transportation and Communication actively deals with all the bridge safety protection measures. Hence, the strategy and procedure for the safety protection of the bridges for Taiwan area was then proposed by the ministry in 1996. In the strategy plan, Bridge Management System (BMS) with hierarchy structure which utilizes the Geographic Information System (GIS), Global Positioning System (GPS) and network technology to efficiently manage the bridges is proposed as a main task. Managing all the bridges through assistance of BMS, one can expect structure integrity and safety, efficient resource planning, higher level of service, reduction of maintenance cost, and extension of life span. The purpose of this project is to develop a BMS with all the functions to meet the requirements of the bridge's governing authority which include Ministry of Transportation and Communication, Highway Bureau, National Expressway Bureau, Railway Bureau and local governments. The proposed BMS must have the capability of general management of bridges and decision support of hazard reduction and mitigation.
