近年來,台灣政府已注意到高科技產業外移的嚴重性。由於高科技產業外移的主因之一是欲利用更多的技術人才,因此政府已著手訂定技術人才引進政策,希望減少產業外移的衝擊。為此,本計畫希望瞭解引進技術人才政策的各項經濟效果,包括對國內技術勞動的衝擊,可否取代現有的對外投資政策、貿易競爭的策略性效果等。本計畫將以一個類似Glass and Saggi (1999) 的一般均衡模型,設定一個三階段賽局來分析政府的最適技術人才引進政策,並探討市場結構、技術人才存量等外生變數對最適技術人才引進政策的影響效果。 Taiwan government has noticed the seriousness of the effect of outward FDI of high-technology industry. Since one of the main reasons of outward FDI is the use of skilled labor, Taiwan government has started to design a skilled-labor-import policy to reduce the negative shock. This project, therefore, intend to analyze the various effects of skilled-labor-import policy, including the impacts on domestic skilled labor, initial outward FDI promotion policy, and the strategic effect of trade competition etc. A general equilibrium model contains a three-stage game is set up in this project to study the optimal skilled-labor-import policy. Moreover, we will analyze how some exogenous variables, like market structure and the stock of skilled labors, affect the optimal skilled-labor-import policy. 研究期間:9308 ~ 9407
