由於國人生活品質提升,親水休憩的機會日益增加,加以環境生態維護及維持生物多樣性的意識漸起,保育用水之重要性逐漸受到重視,除需考量各種生物與生態之環境需求外,對於未來水資源永續經營並維持社會經濟持續發展亦有其深遠之影響。本計畫內容包括保育用水之定義與原則,提出保育用水之推估方式並對其推動策略與運用有一完整規劃,以達到未來保育用水可確實執行與落實之目的。 Nowadays, the need for the protection of riverine ecosystem is the vested policy of the government. The protected and nurtured flows in rivers, called ecological reference flow, aim to provide a certain level of protection for the aquatic environment. For the lack of certain formal standard of evaluation techniques for the protected and nurtured flow, it is difficult to make decision balancing the need of the reserved instream flows and water resource development. To promote the negotiation among every goal of the water allocation, it is necessary to set up a certain kind of formal standard of evaluation techniques for instream flows reserved. The official documented Master Plan for Developing Programs of Water Resource in Taiwan indicates that the protected and nurtured flow required 0.135cms per 100km2. This project proposes a formal standard approach of evaluation techniques for the estimation of the protected and nurtured flow. The work includes the definition, the collection and analysis of basic data, the understanding of river ecology and hydrology, the evaluation techniques and the supplementary article. 研究期間:9405 ~ 9412
