    摘要: 道路系統於災害發生後,無論是避難或救災之行為上,均是首先發揮功能之第一線救災空間系統。此外,防災道路系統亦是構成救災及避難活動上,可靠、完整之防災體系中必要設施之一,因此構建一完整之防災道路系統實為都市防災體系之重要課題之一。 因應民眾的需求及災害發生之時序,第一時序下,民眾為保全生命及財產,將產生遠離災害之避難行為;第二時序下,則將由社會組織制度發展的救援單位執行救援任務之行為;而第三時序階段,將是社會救助階段,為災區受難災民的物資輸送階段。亦因此三階段產生災時道路的三項功能,包含有避難功能、救援功能及物資運輸功能,相對應之道路展現模式即為避難道路、救援道路及物資輸送道路,由以上三項道路模式,續以其功能性及更切合災時所需,加以詳細區分規劃之下,則為本研究所稱之防災道路。 本研究主要目的除確立新竹縣湖口鄉包含市區、郊區及工業區內道路之防災功能,並以地理資訊系統(GIS)套疊各類災害潛勢(包含200mm、350mm、450mm及600mm日降雨量淹水潛勢、地震潛勢、毒化災潛勢),達成分析各類災害潛勢下,湖口鄉內各級防災道路與防救災據點(包含緊急避難場所、臨時避難場所、臨時收容場所、中長期收容場所、警政據點、消防據點及醫療據點)間之關係,提供災時民眾避難疏散、救援單位進入救災及物資運補至收容處所之道路使用依據之參考。 No matter run for cover or behavior of the disaster relief, at first, the road system which can bring functions is the first line of disaster relief space system. In addition, The disaster prevention road system is one of essential facility of reliable and complete disaster prevention system. Therefore, constructing a complete the disaster prevention road system is actually one of importment topic of city disaster prevention system. Coping with people’s need and order of happening disaster. First, people will produce behavior of running for cover of keeping them away from disaster in order to save their life and money. Second, the rescue organization which develop from social organization system will enforce the behavior of rescuing mission. However. The third stage, it will be the society rescue stage which transport supplies for victims in the disaster area. Therefore, these stages produce three functions of road when people face disaster. These functions are run for cover, rescue and supplies transportation. Corresponds to the model of showing the road is the road of run for cover, the road of rescue, and the road of supplies transportation. By above three item of road pattern, continues and suits when the disaster by its functionality needs, performs under the detailed discrimination plan, then calls the disaster prevention road for this research institute. This research main purpose except for establishes disaster prevention function of the road of containing the urban district, the suburb and the industrial district in Hukow township, Xinzhu County, and wrap to dive the potential of each kind of disaster by using the geography information system (GIS), ( contain 200mm, 350mm, 450mm and 600mm date rainfall amount is flooded dives potential, earthquake dives potential, poisoned disaster dives potential). Under achieving analyzes each kind of disaster to dive the potential, the relationship is between all levels of disaster prevention road and the disaster relief foothold in Hukow township. ( contain of emergency rescue place, asylum temporarily place, accepts place, medium and long-term temporarily accepts place, police politics foothold, fire foothold and medical foothold ) It provides victims to seek asylum disperse, let the rescue unit enter the disaster relief and transport the commodity. It makes up to accept reference of road usage basis the quarter.
