依照交通部頒訂之公路養護手冊，橋梁定期檢測是採用DER&U目視檢測評估法。DER&U評估法可以迅速有效且經濟之方式的評估橋梁劣化狀態，並將各橋梁構件狀況量化，進而計算全橋之狀況指標（CI）。但因DER&U是以目視方式進行，檢測成果常常會因檢測人員之訓練程度、經驗與主觀意識而有不一致之現象，因此檢測人員的訓練十分重要。然而目前交通部辦理橋梁檢測訓練所使用之「公路橋梁一般目視檢測手冊」係民國84年制定，且對象為混凝土梁式橋，並未納入日益增加之特殊橋梁，如斜張橋及拱橋。 本計畫旨在研究並訂定「橋梁目視檢測評估手冊（草案）」，以民國84年訂定之「公路橋梁一般目視檢測手冊」為基礎，重新檢討其內容，以豐富之圖文，供檢測人員進行DER&U評估時之參考，並納入特殊橋梁、鐵路橋梁構件之評估原則及準則，供國內橋梁管理機關使用。 According to the “Roads Maintenance Manual” regulated by the Ministry of Transportation and Communication (MOTC), the methodology of regular inspection for roadway bridges is DER&U. The DER&U methodology is for visual inspection and evaluation of bridges and is a fast, effective, and economical way to examine bridges by evaluating the degrees of deterioration of various components of a bridge. An overall bridge condition index (CI) can also be obtained based on the evaluated DER&U ratings of bridge components. DER&U is performed by inspectors with naked eyes and hand-carry tools, such inspection may result in various ratings due to various knowledge, training, and experience of the inspectors. Thus, training of such visual inspection becomes crucial. However, the “Manual of Roadway Regular Inspection” used by MOTC needs to be revised since it was regulated in 1995 and was written specifically for the inspection and evaluation of concrete bridges. Special bridges, such as cable-stayed bridge and arch bridge, were not included in the manual. This project is aimed at establishing a “Bridge Visual Inspection and Evaluation Manual (Draft)” based on the old “Manual of Roadway Regular Inspection.” The new manual will enrich the old manual’s contents with abundant pictures and their corresponding word descriptions of various deteriorations, for concrete bridges and also for special bridges and railway bridges, to provide guidance for inspectors to perform the DER&U inspection.
