消防法第一條:為預防火災、搶救災害及緊急救護,以維護公共安全,確保人民生命財產,特制定本法。即開宗明義的定義了消防三大任務即預防火災、搶救災害及緊急救護。消防勤務包羅萬象且與民眾息息相關,到院前緊急救護更是民眾仰賴的勤務項目,緊急救護約佔各縣市政府消防局勤務80%,且不分晝夜隨時進行,為能因應此繁重勤務,且能符合民眾對公務人員的高度期待,消防局需藉由提升救護人員專業技能,以提升救護品質及民眾觀感,本研究即針對救護人員專業技能提升進行規劃。 本研究以高級救護技術員指派為研究範圍,建立一套以整數規劃為架構之數學最佳化模式,協助派遣高級救護技術員至各分隊授課,以使每人指派次數最佳化。本研究將各案件之基本資料及限制條件訂定各相關限制式之參數,將資料以EXCEL應用軟體方式輸入LINGO8.0套裝軟體求解,即可得高級救護技術員授課派遣最佳化之結果。為驗證模式之適用性,本研究以新北市政府消防局第三救災救護大隊所屬三重、蘆洲區授課指派為範例測試,測試所得結果與人工經驗決策及指派方式相比較,顯示成效良好。故本研究可靈活運用於高級救護技術員授課派遣規劃,以提供各縣市政府消防局未來類似派遣之參考依據。 The first clause of Fire Services Act(the Act) is by preventing fire disaster,providing rescue operation and giving first aid to maintain public safety and protect people life and property.This clause well defined fire prevention,disaster rescue and emergency medical services(EMS) are the three major tasks.Fire services are full of variety and closely related to people,people depend on EMS especially.EMS run day and night,and the proportion of fire services times are up to 80 percent in county and city fire department.In order to take these heavy works and people’s high expectations to public official,fire department needs to upgrade ambulance quality and enhance public perception by promoting the professional skills of emergency medical technician(EMT).In according to the front mention,this study will take a plan to promote the professional skills of EMT. In this study, the research object is emergency medical technician paramedic(EMT-P),we established a mathematical optimal model by the framework of integer program to help optimizing the teaching times of each EMT-P who is assigned to each section. First, we set up database in Excel application software, then find the optimal result through LINGO8.0 application software package.To verify the applicability of this model,we get the teaching assignment data from New Taipei City Fire Department belongs to Sanchong and Luzhou Dist.as the example.The model is fit in comparison of our result to experience result.Therefore,we can use this model in the plan of teaching assignment as a reference for county and city fire department.
