Abstract:	行政院客委會自2002年起，每年4、5月間辦理「客家桐花祭活動」，經由這項節慶活動，不僅為客庄地區帶來了經濟效益；尤其現今，只要提到桐花，國人便聯想起客家，足證客委會在推動「客家認同」的信念與「繁榮客庄」的目標方面，確有其政策推行的成效。而1997年時，臺北縣土城市即以「土城朝山桐花節」獲文建會評比為全國文藝季活動的第一名，並且持續推動迄今幾未中斷，而初始迄今未具客家意涵的這項地方節慶活動，亦獲得土城居民的高度認同。本研究藉由文獻分析、參與觀察以及深度訪談等方法，從地方治理觀點析棎此一同樣以桐花為主題，卻始終並未加入客家桐花祭的地方節慶活動，其治理的主體是誰？此一節慶活動對土城的都市發展產生了哪些影響？地方居民對土城桐花節的文化主體觀點是什麼？而在臺北縣改制為新北市後，本文亦試圖就資源整合及不失地方文化主體的觀點下，對於土城桐花節未來是否應加入客家桐花祭，提出政策建議。研究發現，土城桐花節的籌辦過程中，公民參與仍屬不足；惟其確實形塑地方住民的主體認同；此外，遊客數雖然連年爆增，卻因文創產業的未能深化以致無法促進地方商機，加上諸多客觀因素下，使得此項地方文化活動似有轉趨文化大拜拜的傾向，因此本文亦提出加強公民參與、延伸活動場域以促進地方商機，以及與客家桐花祭合併等政策建議。 Since 2002 the Council for Hakka Affairs, Executive Yuan has hold the Tung Blossom Festival between April and May every year. It brought the eco-nomic benefit for Hakka area . Currently especially nowadays , when it comes to Tung Blossom, people would associate it with Hakka. It proved that the faith of 「Hakka Identification」and the goal of 「Prosperous Hakka Villages」 which are the policies that the Council for Hakka Affairs implemented reached their achievement. In 1997, Tucheng City Taipei County which hold 「Paulownia Flower Festival in Tucheng」 gained the appraisal of first place in National Festival of Culture and Arts Activities, moreover, the promotion of the event is never ending. Though this local festival event does not contain the meaning of Hakka from the beginning, it gains highly recognition from the resident of Tucheng. Through the methods of literature analysis, participant observation, in-depth interviews and so on, the study analyzed who governs in this festival activity which has the same subject of Tung blossom but never participates in Hakka Tung Blossom Festival? Because of the event, what effect on urban development of Tucheng has occurred?To the citizens in Tucheng, what is the main culture perspective of Paulownia Flower Festival in Tucheng?After Taipei County reorganized to New Taipei City, in the perspective of integrated information and keeping local culture, this article tries to submit a policy recommendation on whether Paulownia Flower Festival in Tucheng should be joint Hakka Tung Blossom Festival in the future. According to the analysis, the participants of citizens are still insufficient in the process of preparing Paulownia Flower Festival in Tucheng. While it actually builds the citizens’ identification. Besides, although the tourists increase year by year, it still can not grow the local commercial opportunity due to the less cultural creative industry. Moreover, in many objective factors, this kind of local cultural activity seems to become a tendency of cultural worship. Therefore, this article also introduces some policy suggestions such as enhance the citizens’ participant, broaden the field for activities and combine with Hakka Tung Blossom Festival.
