    Title: 客語無障礙環境政策回應性評估之研究-以聖德老人服務中心為例;Responsive Evaluation in Hakka Language Barrier-Free-Environment Policy:A Case Study of Shengte Old Man Service Center

    Abstract: 本研究旨在探討行政院客委會為提升語言人權所推行之客語無障礙環境補助政策在聖德老人中心實施的現況與成效,並從政策回應性評估觀點探討該政策對於客家族群在公共領域以母語發聲的進展。 本研究資料主要以深度訪談法取得,並以文獻分析歸納出之四項評估指標(政策公平性、政策內容適切性、政策效能性、政策回應性),並以回應性評估法分析訪談內容,得到政策利害關係人之政策回應。研究結果發現:第一、客語無障礙環境政策落實語言人權;第二、無障礙環境補助對復甦客語有漸進之效果;第三、客語無障礙環境補助效能不彰;第四、創造友善客語環境優先於去除語言溝通障礙。 因此,本研究對政策修訂及未來研究提出以下建議:首先,應計畫性地進行政策溝通;其次,補助要點中應有更多復甦客語的新項目;再者,政府應有更多作為以增進民眾說客語的習慣;最後,建議未來可進行接受補助單位之間的比較研究。 This study explored the current implementation status and effectiveness of the Hakka Language Barrier-Free-Environment Plan in Shengte Old Man Service Center, which was initiated by Council for Hakka Affairs, Executive Yuan to improve language rights. It also discussed how the policy has contributed to the progress of Hakka people’s use of their native language in public based on responsive evaluation. The data were collected mainly from in-depth interviews and analyzed based on four assessment indicators adopted from previous literature: the equity of the policy, the appropriateness the policy content, the effectiveness of the policy, and responses of stakeholders. The results were as follows: first, the Hakka Language Barrier-Free-Environment Plan has supported and encouraged the language rights of Hakka people; second, there has been a gradual effect of the plan on revitalizing Hakka language; third, the plan has not been very effective; fourth, creating Hakka language-friendly environment has priority over removing communication barriers. Therefore, four suggestions for policy revisions and future research are made as follows: first, should plan to carryout policy communications; second, there should be new items about the revitalization of the Hakka language created in the policy; next, more should be done to foster people’s habit of speaking Hakka language; finally, comparative studies can be conducted between two or more different subsidized targets.
