    摘要: 旗艦社區領航計畫是桃園縣政府提出,希望透過聯合社區的概念,以母雞帶小雞的模式,達到資源共享、相互學習,促進社區整體發展。自從此計畫施行以來,社區之間的互動增加,透過領導的方式,帶領其他社區的發展也提升社區自我學習的機會,讓社區在互動過程中,能夠有更多之機會參與其他的社區活動,加強自我社區所缺乏的部分。而社區發展協會可以藉由社區之連結,資源之相互交換,促進社區社會資本之提升,也能向相關單位申請較多之經費。然而,一直以來,社區發展協會面臨最大的問題就是人力的缺乏;且社區發展協會的運作範圍常與村里長的行政管轄相互重疊,當牽扯上政治因素時,便導致社區發展協會與村里辦公室的資源無法相結合。另外,在本位主義的影響下,社區發展協會間的互動關係並不高,社區成員並未因聯合社區的成立,促進與其他社區成員的夥伴關係。而政府單位雖作為政策的輔導對象,卻未與社區有良好之互動有關係;相對地,行政程序上的阻礙,導致社區在執行作業上的絆腳石,增加社區執行上之困擾。雖然大部分的成員認為旗艦社區領航計畫可以帶動社區的發展,促進社區的學習,將整體的效益達到1+1<2的效果,但在實際的運作上與認知是截然不同的。Flagship community navigational program is made by the Taoyuan County Government. By the concept of united community to share resources and learn from each other that can promote the overall development of the community. Since the implementation of this program, increase interaction between the communities. Led the development of other communities and enhance self-learning opportunity for the community and have more opportunities to participate in other community activities that can strengthen its lacks of part. Community development association through communities linking, resources exchanging that promote the social capital of community, also can apply for more of the funds to the relevant units.However, all along, the biggest problem of community development association is lack of manpower. Overlap the administrative jurisdiction of the community development association and the village chief, and involved with the political factors leading to the resources of the community development association and the village office can not be combined. In addition, affected by the community’s selfish departmentalism, it has not better interactiving relationship between communitise. The members not promote partnerships with other members by establishment of the united community. Government agencies as policy guidance, has not better interactive relationship with the community. Oppositely, Obstacles on the administrative procedure, become a stumbling stone in the implementation of operations, and increase the troubles in the implementation of the communities.Although most members to think the flagship community navigational program can promote community development and enfance community learning, to be up to 1+1<2 of the overall benefits. However, the actual operation is totally different with cognition.
