    Title: 香港樂施會與中國非政府組織資源依賴關係之研究─兼論正當性觀點;The Study of Relationship Between Resource Dependence and Legitimacy viewpoint of Oxfam Hong Kong and China NGOs

    Abstract: 香港樂施會以「對抗貧窮」之宗旨,透過項目補助與中國非政府組織合作,協助中國的社區發展、扶貧、農民工、婦女、環保等議題之推動。本研究採紮根理論方法,藉由南北半球非政府組織互動關係、資源依賴理論,以及國際非政府組織正當性理論,透過立意抽樣,針對多年來與香港樂施會從事項目合作,且執行成效良好的中國非政府組織,進行深度訪談,同時亦訪談香港樂施會的相關決策與執行人員,期望藉由三角交叉檢證,析探香港樂施會與中國非政府組織方案合作演進過程、成效與影響。 研究發現,香港樂施會與中國非政府組織方案合作,由原先的資源依賴關係趨向資源合夥發展,甚至產生跨部門合作與社會企業的效益。此外,兩者在方案合作方面,無論是組織的人力或財務治理,皆強調要以效率和效能為依歸,同時搭配因地制宜的組織策略,以及強調透明度和影響力的組織課責。但是在上述合作過程中,仍受到中國法規之限制,未能在中國註冊立案,未來希望藉由與中國草根非政府組織合作的策略,讓樂施會影響面擴大,發揮更大公益的成效。最後,研究者認為相關研究有無限延伸的可能性,期望本研究僅是一個開端,之後能夠有更多嶄新的研究發現。 Oxfam Hong Kong can with aim that working with people against poverty, subsidize cooperating with Chinese NGO through events, assist the pushing of topics such as the community development, poverty alleviation, rural worker, woman, environmental protection of China, etc. This research adopts and takes grounded theory method, concerning inter dynamically with the hemisphere Southern NGOs & Northern NGOs, resource dependence theory, and INGO legitimacy theory, sampleing through purpose to Oxfam Hong Kong can engaged in event cooperate in with Hong Kong for many years, and carry out the Chinese NGO with good effect, carry on In- depth interview, also relevant decision and operational staff of Oxfam Hong Kong of interview, expect to examine the card alternately with trigonometries at the same time, analyse, visit Oxfam Hong Kong to programs cooperative gradual progress course, effect, NGO of Chinese, and influence. Findings of the research Oxfam Hong Kong will cooperate with the Chinese NGO program to construct, tended to resources to develop in partnership by original resources dependence, even produce benefit of cross sectoral collaboration and social enterprise. In addition, the two are in program cooperation, no matter the manpower or financial affairs organized are governance, all put emphasis on regarding efficiency and effectiveness as it in accordance with returning, match the organization tactics of suiting measures to local conditions at the same time, and emphasize the organization lesson responsibilities of transparency and influence. But in the described above and cooperative course, still receive the restriction of China's regulation, fail to register to place in China on file, tactics that hope by cooperating with Chinese grass root NGO in the future, let Oxfam Hong Kong can influence surface expand, give play to great effect of public service. Finally, the researcher thinks relevant research have possibility to extend limitlessly, expect this research is only a beginning. There later can be more brand-new findings.
