Abstract:	本文以八頭里仁協會作為個案研究的對象，此社區型非營利組織有其運作模式的獨特性，以及在社區發展中的特殊表現。因此以對八頭里仁協會的研究為出發點，首先描述北投社區治理網絡的結構與特性，以及治理網絡中的行動者和行動者之間的互動關係；以協會倡議不同議題的時期為主軸，描述並分析協會在北投社區治理的過程中，進行倡議時與其他的行動者，特別是與議題相關的利害關係人之間所產生的網絡關係樣貌。其次，探討社區型非營利組織內部的決策與管理情況，包括組織發掘社區議題、取得資源、吸引居民注意所運用的策略，以及在持續參與社區事務的過程中，組織使用的政策倡議模式和角色定位的調整與轉變；基於八頭里仁協會及北投文化基金會這兩個社區組織間具有的關聯性，以及兩者對於北投社區發展歷程的重要性，在分析八頭里仁協會的政策倡議模式時，選擇將北投文化基金會作為一個對照，將這兩個組織在各自倡議社區議題時所採取政策倡議策略的異同，同時進行比較與分析。第三，分析社區型非營利組織的出現對於北投社區中的居民、對於其他社區組織團體、以及對於整個社區的發展所產生的影響面向。This research is a case study of the Association of Peitou Li Zen of Taipei City. It focuses on the policy advocacy of non-profit organizations in community network. There are three purposes in this study: (1) to describe the structure of community network and the relationships between different actors in Beitou community; (2) to explore the policy making, the management and the policy advocacy in non-profit organizations. To explore the way non-profit organizations use to affect local government and residents and the differences between the Association of Peitou Li Zen of Taipei City and Peitou Cultural Foundation; (3) to analyze the effects on the government, other non-profit organizations and residents when Association of Peitou Li Zen of Taipei City advocate their policies to the government and use social marketing to residents in Beitou community.
