電子收費於國外應用在道路收費之技術已相當純熟,且對於整體收費站運作頗有助益,而國內亦曾進行高速公路電子收費系統的試辦,未來電子收費在國內正式營運後,當電子收費使用車輛的比例增加時,設置的孔道將因使用車輛數量的增加而造成通行速度下降、通行時間增加等負面的影響,惟電子收費與我國現行收費方式績效上的差異性並無詳細測試結果,本研究針對此問題,以楊梅收費站南下方向路段為例,希望能對電子收費車道設置數量與電子收費車輛比例之間的關係提供一個判斷依據。 本研究利用系統模擬的方法,並對模擬路段的車流特性及收費特性,進行現場及錄影調查,並以調查資料輔助來建構收費站模擬模式;本研究針對電子收費設置位置、設置數量與車輛比例等變數進行模擬測試,並採用平均旅行時間、平均延滯時間及平均速率三項績效指標、與車道變換總次數及平均每車變換次數兩項安全性指標來分析。模擬結果顯示,電子收費設置位置以內側車道為佳;而在不同的電子收費車輛比例下依據各種不同評估指標則可得到不同的最適電子收費車道設置數量;決策者可依照不同的考量重點來做適當的電子收費車道設置數量的決定。 In other country , Electronic Toll Collection System in collecting road fees has practical applications .In Our country , Highway ETC system has been test in Long-tan toll plaza and Shu-lin toll plaza. The rate of ETC vehicles shoule be rise up when ETC system prospective working at highway,then travel speed of vehicles that passing throught toll plaza should be decrease , travel time rise up , and other negative effect.But there are few research about the variation of ETC and current toll mode.this thesis tries to match up the rate of ETC vehicle and ETC lane numbers , in analyzing this, this research to be aimed at southern direction of Yang-mei toll plaza. This thesis used computer simulation as analyzing tool . To investigate data of simulation section of highway including properties of vehicle flow and tolling by monitoring and field search.to assist constructing toll plaza simulation mode. in this thesis we simulation different place of ETC lane、different install number and different rate of ETC vehicle to alanysing its effect. Performance measurement in toll plaza includes vehicle average travel time、vehicle average delay time and vehicle average travel speed, safety mearsurement incudes total lane change number and lane change number per vehicle. a policymaker may decide the fitted number of ETC lane of a toll plaza according to dissimilar weight . Simulation results show that ETC lane install in inner parts of toll lane would get higher performance, and to measure in different measurement, in different rate of ETC vehicle , would get there own match number.
