摘要:	臺北市市區道路工程已由新建轉為養護為主，要如何在後路平時代，將維護工作之績效提昇並確保路平專案之執行成果，是各道路維護主管機關首要面臨的問題。因此，本研究針對市區道路的特性重新建構市區道路鋪面管理架構，以例行性的道路巡查制度，來取得實際鋪面績效指標(PCI 及IRI)，並透過自行建置的維護管理資訊平台來管控整體的鋪面維護管理作業，以決策樹及最佳化理論進行維護路段的優選評估，評估結果可提供決策者作為維護策略選擇及預算編列、分配的參考。本研究所建構的維護管理模式包含「即時維護模式」及「中、長期維護模式」，在即時維護模式所進行的經常性維護作業，包含有道路巡查、維護及鋪面調查工作，而在中、長期養護模式所進行的計畫性維護工作，則包含維護路段的優選評估及進行大型的鋪面更新工作。為利進行道路績效指標的資料收集及維護路段的優選評估工作，本研究將市區道路進行結構階層劃分為區域單元、段單元及維護單元，以維護單元作為最佳化分析的基本區塊，鋪面管理者在進行維護決策時可採用動態的評估分析，即可依據不同的維護目的，選擇不同區塊組合，進行最佳化的評估分析，並依據評估結果採取不同等級的維護策略來進行鋪面維護。本研究所建構的維護管理模式，是以臺北市實際道路維護的運作方式檢討發展而來，並更能符合市區道路將來維護需要，有效提昇整體維護績效，更可提供其他機關作為市區道路維護管理模式建置的參考。;Taipei urban road project has been converted the new conservation-based into the maintenance-based. After completed the road smooth project, the road maintenance authority should face the primary issue is “How to improve the performance of the road maintenance and ensures the implementation of the road smooth project”. Therefore, this study focuses on the characteristics of urban roads to reconstruct urban road maintenance management model. It uses the routine road inspection system to obtain the actual pavement performance indicators (PCI and IRI).Then, it utilizes the self-build maintenance management information platform to control the overall pavement maintenance tasks. Finally, it uses the best of theory and decision tree to evaluate the first priority section of roads to maintain, and the assessment results can provide decision-makers as a maintenance strategy selection and the reference of budgeting. In this study, the maintenance management mode is include「immediate maintenance mode」 and 「the long-term maintenance mode」. The regular maintenance work carried out in immediate maintenance mode including road inspections, maintenance work, and survey. The planned maintenance work in the long-term maintenance mode includes evaluating the first priority section of roads to maintain and renewing the large-scale road and pavement. In order to collect the data of the road performance indicators and evaluate the first priority section of roads to maintain, this study on urban roads for structural class is divided into Branch unit, Section unit and Maintenance unit. By using Maintenance unit to be the basic block of the optimum analysis, the pavement manager can select the dynamic analysis to make maintenance decisions. According to different maintenance purposes, the pavement manager can choose a combination of different blocks to optimize the evaluation and analysis. In addition, the pavement manager can take different levels of maintenance strategies to maintain by the assessment results. This study establishes the maintenance management mode. The mode is developing by reviewing the operation of the actual road maintenance in Taipei and can better meet the future of urban road maintenance needs. Finally, it can effectively enhance the overall III maintenance performance and also can provide other organization as the reference to establish the urban roads maintenance management mode.
