摘要:	摘要民國85年以前當時政府並沒有針對建築物室內設計及裝修施工訂定相關的管理辦法，使設計者為求美觀私自將消防系統拆除或遮掩及施工者成本考量並未使用耐燃或防焰材料等行為，而造成民國80年間多起火災造成重大傷亡事件，於是在民國85 年5 月29 日內政部增訂建築法第七十七條之二第四項為法源依據，訂定「建築物室內裝修管理辦法」，室內裝修從業人員從此納入政府建築管理體系之中。「建築物室內裝修管理辦法」公佈後，遂依據該管理辦法舉辦「建築物室內裝修專業設計、施工技術人員講習」。自民國93年度開始，政府正式委由勞動部開辦關於室內裝修業的國家技術士考試。建築物室內設計從業者須通過由勞動部辦理的「建築物室內設計」乙級技術士技能檢定的考試，並參加由專業主管機關辦理辦理的「室內裝修講習課程」後，才可為登記為「建築物室內裝修專業設計技術人員」。依建築物室內裝修管理辦法從事室內裝修設計務者：專業設計技術人員各一人以上，室內裝修業申請公司或商業登記時，其名稱應標示室內裝修字樣，向內政部申請室內裝修業登記許可並領得登記證，未領得登記證者，不得執行室內裝修設計業務。本研究利用文獻回顧與問卷調查分析的模式進行研究。希望藉由本研究探討建築物室內設計乙級技術士現行相關制度，依據研究結果擬定相關制度與問題改善對策，最後提出法令修正建議，供政府日後修訂相關法規參考。 ;Abstract The government didn’t stipulate the relevant regulations of management towards building interior design and decoration construction before 1996; those designers privately tore down or covered the firefighting system without using burning resistance or flameproof material for the purpose of beauty and in consideration of constructor’s cost, so that major injuries were resulted from many fire disasters in the year of 1991. Therefore, Ministry of the Interior amended Paragraph 4 of Article 77-2 of “Construction Act” as law basis to formulate “Interior Decoration Examination Code” on May 29, 1996, which incorporated interior decoration construction and repairing practitioners into the government construction management system. After the promulgation of “Interior Decoration Examination Code”, “Training course for interior decoration professional design and construction technical personnel” was then held accordingly. Ministry of Labor has officially been commissioned by the government to deal with national technician examination relating to interior decoration construction and repairing since 2004. Any building interior design practitioner must pass “Building interior design” class B technician proficiency test handled by Ministry of Labor and participate in “Training course for interior decoration construction and repairing” before registering as an “interior decoration professional design and construction technical personnel”. According to Interior Decoration Examination Code, any one who engages in interior decoration design business has more than one professional design and technical personnel each should indicate the name of interior decoration when filing application for company or commercial registration; any failure to obtain registration certificate after applying to Ministry of the Interior for the registration license for interior decoration construction and repairing shall not perform design business for interior decoration. This study used the mode of literature review and questionnaire analysis for the research. Hope to explore the current systems relating to building interior design class B technician through this study, drawing up the relevant systems and problem improved countermeasures on the basis of research results, and finally giving law revision suggestions, so that the government can take for future reference when amending the related laws.
