Abstract:	水利工程安全衛生經費要項包括工地內所有設備之安全、工區內之衛生及其他安全衛生費(管理、宣導、訓練、防護具等)。並依工程規模及性質，審酌其工程之潛在危險，配合災害防止對策，擬訂計量、計價規定，並依據工程施工上之實際需求覈實編列。本研究將選擇某水利工程新建專案作為工程案例探討，於施工期間為維持作業勞工安全衛生所必要之措施及相關人員費用，工程採購契約中安全衛生經費要項皆有未編列或編列不足之情形，為避免相關的問題一再重複發生，本研究將研擬相關的改善對策，期望可提供作為水利工程安全衛生經費要項編列之參考，提供符合實際施工階段安全衛生需求的編列方法。採用專家訪談為本研究彙集資料研究方法之一，除了學術面之文獻探討外，專家訪談內容則為營建工程實務面之資料蒐集，以訪談營建產業界、官界中，擔任或主管職業安全衛生管理相關業務從業人員之方式，或在該公司擔任職業安全衛生管理相關職務，藉以深入瞭解其他工程個案關於安全衛生經費執行狀況，進一步提出相關問題瞭解各個專家對現行水利工程安全衛生經費要項編列之改進與建議。請相關產業界中的安全衛生專家，對於現況問題及執行策略提出建議與意見。本研究將探討水利工程安全衛生經費要項編列最佳之方法，如設計初期須確實掌握工程現地附近環境及辦理現地勘查，並先行實施施工過程安全評估作業，研擬重點防災項目標準作業程序等。本研究建議安全衛生要項預算於編列前，先拆解水利工程主要工項作業項目，再依照主要職業災害發生類型進行主要工項作業施工安全評估，評估結果可先行辨識各主要工項作業施工可能發生之危害，再將工程安全衛生經費要項分為安全衛生組織管理費用類別及工地安全衛生設施費用類別，其表所列之工程項目或其細項內容，因依據發包工程作業特性得增列、刪減或調整，便能將水利工程安全衛生經費各要項確實量化及實際施工階段各主要工項作業所需設置之安全設備，亦能協助規劃、設計人員減少許多在規劃之工地安全衛生防護設備時的作業時間，並能作為安全衛生費用要項編列之工具。於規劃設計階段將評估結果實際回饋於設計規劃之概念，且進一步要求工程安全衛生經費要項編列作業予以標準化，將安全衛生設施依實量化。 ;Occupational safety and health budget for hydraulic projects is usually a challenge to contactors. It varies dramatically due to project characteristics, site condition, weather condition, and some unknown risks. There exists almost no template or guideline for contractors so that they may easily fail to pass inspections or even run out of budget. As a result, this study is to establish a budgeting template especially for occupational safety and health expenses that fit typical hydraulic projects. Starting from a comprehensive literature review comprising features of hydraulic projects, regulations and codes for occupational safety and health issues, and governmental procurement regulations, we performed expert interviews to explore how budgeting works in both system and practical aspects. 10 experts from both public and private sectors suggested 8 major necessary steps for the occupational safety and health budgeting. The case study eventually integrated expertise with practical considerations to yield a template that guidelines how to budget occupational safety and health expenses for hydraulic projects.
