;Celebrities’ old residences are the products of history; they carry the celebrities’ process of growth and life experience. Through the process of “revitalization,” the original appearances of the buildings can be preserved, and diverse functions can be created. “Gu Song House” was Xiao Ru-Song’s early dormitory, and later there was a high crime rate in this place due to the environmental disorder resulted from the lack of management. Through a four-stage restoration project, Cultural Affairs Bureau of Hsinchu County Government signed a “long-term lease contract” with more than twenty owners of the neighboring lands to build four buildings and establish Xiao Ru-Song Art Park. The bureau later registered this park as a “historical structure” to preserve its original historic value and humanistic spirit. The establishment of this park, thus, is the classic case of public-private partnership. This qualitative research discusses the operation and management of celebrities’ old residences in the mode of “privately-run public organizations” with the case of Xiao Ru-Song Art Park. Through in-depth interviews with representatives from Cultural Affairs Bureau of Hsinchu County Government, Sunny Art Museum (contractor), and Higher Public Relations Co., Ltd. (contractor), this research combs through the analyses of the three phases that Xiao Ru-Song Art Park went through to present the conclusion and suggestions to related organizations and institutes for reference. Furthermore, the possibilities of the future development of the park are also discussed in the research to extend the spirit of sustainable management of historical structures and heritage.
