    Abstract: 本研究旨在探討「新北市客家社團」與「新北市客家事務局」推動客家文化活動協力治理之現況。本研究透過文獻分析法、AHP層級分析法及深度訪談法,並採用Bryson、Crosby與Stone提出的協力模型觀點,發展出研究框架,探悉新北市客家事務局與新北市客家社團之「環境條件」、「治理結構」、「溝通溝通與資源分享」、「策略運用與風險管控」及「績效評鑑」各面向,藉由文獻分析法建構協力治理的構面及次級指標,深度訪談公部門、專家學者及社團理事長等多方意見陳述,以及使用Expert Choice軟體進行指標權重分析,歸納客家事務局與客家社團間協力治理之重要指標。最後本研究以AHP 層級分析法和深度訪談交叉比對,再分別對「新北市客家社團」與「新北市客家事務局」提出未來之建議,希冀能將此研究結果供客家社團與客家事務局協力治理之參考。;A Research on the Collaboration Governance
    of Hakka Associations in New Taipei City

    Abstract

    The study aims to explore the current status of the collaboration Governance between “Hakka Associations in New Taipei City” and the “Hakka Affairs Department, New Taipei City Government” in promoting Hakka culture. Through document analysis, Analytic Hierarchy Process and depth interviews, using the collaborative models proposed by Bryson, Crosby and Stone, the study has built up a research framework in exploring the collaboration governance between the Associations and the Department mentioned above. There are five indexes in this framework. They are “Environmental Conditions”, “Governance Structure”, “Communication and Resource Sharing”, “Strategy Utilization and Risk Management and “Performance Review”. Each index has been tried to establish a collaborative governance aspect and sub-indicators through document analysis, depth interviews with the public sector, opinions from experts, scholars, and presidents of the associations. Expert Choice software has been used to analyze index weights, and summarize important indicators of the cooperation between Hakka Affairs Department and Hakka Associations. At the end, the AHP and depth interviews have been used to cross-check the results and generated recommentations to the “Hakka Associations in New Taipei City” and “Hakka Affairs Department, New Taipei City Government”. The study is expected to provide costructive and usefule references for Hakka Associations and Hakka Affairs Department in collaborative governance in the future.
