進度管控是專案管理的核心,而S進度曲線(S-curve)以視覺化的線型圖示呈現進度,可供管理者快速地檢視專案的執行狀況,是進度管控常用的工具之一。對機關而言,S進度曲線實為督導廠商,使工程專案如期完工的工具,亦是履約進度落後時依約處罰判斷的重要依據。國內公共工程皆要求施工廠商必須提送時程管理相關文件,然而實務上多數廠商未能確實利用時程網圖、進度曲線做好進度管控工作,且廠商所提送的時程有關文件常有不完整、不正確、不合理的情況發生,如果機關或代表業主的監造單位或PCM亦未能審查出不正確、不合理之處,將使時程網圖及S進度曲線無法發揮原有進度管控及進度落後預警的功能。本研究參考S進度曲線理論及分析實際案例的S進度曲線,釐清S進度曲線的繪製流程與問題,提出明確且完整的S進度曲線建立方式,以利日後廠商可以參考應用,製作出正確、合理的S進度曲線,並設計S進度曲線的自主檢查表,用於檢核建立過程中所做的規劃是否正確、合理。此外,本研究也針對國內外S進度曲線相關規範及審查機制進行彙整,分析現有的審查項目,並參考進度審查之相關研究,進而提出15項S進度曲線審查參考原則,同時說明審查內容與審查方式供機關參考,補足目前普遍不齊全的審查標準,以利日後機關或其代表能夠提升審查成效,進而提升國內進度管理的水準。;Schedule progress control is the core of project management. S-curve is often used as a tool for progress control because it displays progress with a graphical presentation that allows managers to obtain the status of the project quickly. The progress value in S-curve is an important measure for determining liquidated damages when the project is behind schedule or delayed its completion date. For the client, an S-curve is a means to supervise the contractor completing the project on time, with plan and within budget. In Taiwan’s public construction environment, the client asks contractors submiting schedule documents for review. However, most contractors fail to make good use of schedule and S-curve to control project. The main reasons are: the schedule-related documents proposed by the contractor are often incomplete, incorrect or unreasonable, and available S-curve review criteria is uncompleted. Furthermore, if the client or its representative fails to identify the problems or errors in the documents, the schedule and S-curve will not be able to perform the roles of progress control and warning index for schedule problems. Based on general S-curve theory and real cases, this study clarifies the steps of S-curve development and proposes a clear and complete process for S-curve development. This study also develops a checklist of S-curve development that can be used to help contractors to comfirm whether S-curve development is correct and reasonable. Besides, this study collects the relevant specifications and review approaches of S-curve in Taiwan and other countries as well as some outcomes from previous studies to develop S-curve development principles and review criteria. For each criterion, detailed review items and related review methods are provided. Based on real case examination and expert interview, the outcomes of this study can be used to assist schedule reviewers for conducting schedule review works. Hopefully the study results can improve the effectiveness of the schedule review, and increase the performance of schedule management in the future.
