新竹縣轄內之市區道路工程已多由新建轉為養護為主,如何在後路平 時代,將養護工作之績效提昇並確保路平專案之路面服務品質,是新竹 縣政府工務處首要面臨的問題。 因此,本研究藉由比較目前台灣四大類型(國道、省道、市區道、縣鄉 道)道路巡查機制,來探討建構適合新竹縣轄內縣鄉道路維護管理的模式。 利用例行性的道路巡查作業,來取得實際鋪面現況指標 (PCI),再透過鋪 面管理系統內建的績效指標模組來篩選道路養護的方式,冀望整合道路巡 查平台、鋪面管理系統與新竹縣政府目前所發包之年度道路養護開口契約 及路平專案,來提昇道路養護之績效。 本研究針對市區道及縣鄉道道路特性所建立的道路巡查及維護模式, 歸納出適合新竹縣政府建構轄內縣鄉道鋪面巡查及維護模式之參考。;The urban road project within the jurisdiction of Hsinchu County has been mostly changed from new construction to maintenance. How to improve the performance of maintenance work and ensure the quality of road service for road-smoothing project is the primary problem for the public works department of Hsinchu. Therefore, this study explores the construction of a model suitable for the maintenance and management of roads in Hsinchu County by comparing the current four types of road inspection mechanisms in Taiwan. Use routine road inspections to obtain Pavement Condition Index (PCI), and then use the performance indicator modules built into the pavement management system to screen road maintenance methods, and hope to combine road inspection platform, pavement management system and the annual road maintenance opening contract and road level project issued by the Hsinchu county government to improve the performance of road maintenance. The pavement inspection and maintenance model established for the characteristics of urban-type roads in this study can be used as a reference for the Hsinchu County Government to construct urban road inspection and maintenance modes.
