    题名: 循環經濟管理導入道路工程探討-以草漯重劃區為例;Study of Pavement Construction Adopting Circular Economy Management- A Case Study of Caota Redevelopment Zone

    摘要: 隨著全球經濟不斷發展,地球生態環境卻隨之遭受破壞,因此近年環境保護意識逐漸抬頭,世界各地更加致力於永續發展議題,而其中最重要議題之一即是永續工程。由於大型工程所需耗費之天然資源相當龐大,對自然環境更是帶來無比的衝擊,國內近年亦推動許多永續工程相關政策,鼓勵廠商改變材料及工法,包括循環經濟、綠營建標章、前瞻基礎建設計畫、節能減碳政策等,俾以減少天然資源之使用及帶來的環境衝擊。
    又近期臺灣有許多都市更新及重劃區等相關工程,因此本研究期盼將循環經濟材料導入重劃區道路工程,並評估目前刨除料、轉爐石、冷拌再生瀝青混凝土等相關循環經濟材料之特性及應用情形,決定使用R60再生級配料代替道路天然級配層,並導入AASHTO進行厚度設計,將原設計40公分厚級配粒料底層之底層15公分厚度,改以R60再生級配料底層替代。
    推廣循環經濟材料最重要的即是其品質控管及使用成效,因此本研究進行再生級配粒料之施工前、中、後品質控管研究並針對施工後狀況進行成效評估,首先請再生瀝青廠提出供料計畫書,包含再生級配料之品質管理及生產管理,作為後續料源品質控管,出料後訂定相關之施工品質檢驗,並落實三級品管,確保施工品質,最後本研究進行現地成效評估,包含動力貫入錐(DCP)及土壤衝擊試驗(CIST),確保落實品質管理後之現場強度可符合實驗室材料強度。最後本研究進行再生級配料之碳排放量計算,計算本研究以循環經濟材料代替天然級配料減少之碳排放量,以驗證道路工程導入循環經濟材料之節能減碳成效。
    本研究期盼擬訂一套循環經濟材料導入道路工程之品質控管方法及成效檢驗確認,以推廣循環經濟材料於都市更新工程與重劃區工程之應用,做為未來桃園市航空城計畫及各縣市相關都更重劃工程之典範,以減緩目前國內遭遇天然粒料短缺,刨除料無去處之難題,並響應全球之永續工程。
    ;With the global economic development, and the damaged environment, there are many countries contribute to sustainable development, including sustainable engineering especially. A large-scale engineering project brings worse environmental impact to the ecosystem. Recently, our government promotes some policies about the green engineering to improve the construction method and material, including circular economy, Green Building Label, Forward-Looking Infrastructure, and energy saving and carbon reduction, looking forward to decreasing the worse environmental impact.
    There are many constructions about urban renewal and redevelopment zone in Taiwan. This study expects to use the material of circular economy in the redevelopment road constructions, also evaluates the properties and applications about circular economy material, including Reclaimed Aggregate Material(RAM), Basic Oxygen Furnace slag (BOF) and Cold Mix Recycled Asphalt Concrete(CMRA). Finally, we use reclaimed aggregate base(R60) to replace natural aggregate base and based on AASHTO to create the thickness design of pavement. Original design of the base course is 40cm thick of natural aggregate base, we use reclaimed aggregate base(R60) to replace 15cm thick of the base course.
    The most important parts of promoting the material of circular economy are quality controlling and using effectiveness. This study controlled the quality of every part in the engineering project, and assessed the effectiveness on the final. At the beginning, contractor provides proposal about quality management and production management to make sure the quality also draw up the quality experiment and implementing Three-Level Quality Mechanism. This study assessed the effectiveness evaluation on the field, including DCP and CIST, to make sure the strength of R60 conform to laboratory. In the end, this study calculated how much carbon emission of R60 we reduced to confirm the effectiveness of the material of circular economy.
    This study looks forward to draw up a regulation about quality controlling and effectiveness confirming with the material of circular economy applied road engineering, also promoting the material of circular economy apply to urban renewal and re-planning district engineering. Expecting this case is an example to other cities, reducing the shortage of natural aggregate, and the oversupply of R60.
