    Title: 桃園市客家社團推動海洋客家永續發展文化之研究;A Study on Hakka Associations Promoting Sustainable Development Culture for Ocean Hakka in Taoyuan City, Taiwan

    Abstract: 本研究以桃園市濱海區沿海地貌及漁法為海洋客家文化的核心,藉以探究客家社團推動海洋客家永續發展文化的研究,應用質性研究以深度訪談、文獻分析及次級資料分析法作為研究方法,設計訪談大綱,以半結構訪談方式,整理出桃園市濱海客家社團的活動主軸及關係網絡,並分析濱海客家社團如何形塑海洋客家永續發展文化的特色。研究對象選取了三個濱海的客家社團(桃園市新屋區海洋客家休閒農業發展協會、桃園海客協會、及桃園市新屋區愛鄉協會),及一個社區發展協會(桃園市觀音區保生社區發展協會),探討客家社團推動海洋客家永續發展文化的經濟、社會,及環境因素。
    研究結果發現,濱海客家社團因鄰近沿海地貌的不同,關注的主題亦不相同,分別為藻礁、牽罟和石滬,但因海洋環境改變,漁獲量很少,以致失去經濟價值,如今已轉型為體驗活動或作生態小旅行之用,觀音區沿海因大潭發電廠的設置,沿海區域則以環境生態維護為主。濱海客家社團同類型的接觸較多,與政府關係很緊密,經濟來源主要向政府主動提案,取得經費。
    最後建議,政府以更多元的方式行銷海洋客家文化,客家社團則秉持永續發展的精神傳承下去。
    ;In this study, the coastal geomorphology and fishing methods of the coastal area of Taoyuan City are the core of marine Hakka culture, and the study of Hakka associations to promote the sustainable development of marine Hakka culture is used. The qualitative research uses in-depth interviews , literature analysis, and secondary data analysis as research methods to design interview outlines. Through semi-structured interviews, the main axis of the Hakka community in Taoyuan City and the relationship network were sorted out, and how the Hakka community in the sea shaped the characteristics of the sustainable development of the marine Hakka culture was analyzed. The research object selected three coastal Hakka associations (Taoyuan City Xinwu District Ocean Hakka Leisure Agriculture Development Association, Taoyuan Haike Association, and Taoyuan City Xinwu District Love Township Association), and a community development association (Taoyuan City Guanyin District Baosheng Community Development Association) to discuss the economic, social, and environmental factors that Hakka associations promote the sustainable development of marine Hakka culture.
    The results of the study found that the coastal Hakka communities differed in the surrounding landforms and the topics of concern were different. They were algae reefs, Taiwanese Beach Seine, and stone fish weir. However, due to changes in the marine environment, the catches were very small, and the economy was lost. The value has now been transformed into an experience activity or an ecological trip. The coastal area of Guanyin District is set up by the Taitan Power Plant, and the coastal area is mainly based on environmental and ecological maintenance. The coastal Hakka community has more contacts of the same type and has a close relationship with the government. The economic sources mainly propose to the government to obtain funds.
    Finally, it is recommended that the government put marine Hakka culture on the market in diversified ways, and the Hakka associations inherit the spirit of sustainable development.
