    題名: 客輪活動強度對基隆港港區空氣污染物 排放總量及空氣品質影響之研究

    摘要: 本研究係利用船舶噸位計算法方式,探討進出基隆港的客輪排放空氣污染物PM10、PM2.5、SO2及NOX之總排放量,並依2016年至2020年臺灣港棧服務網,共計1,177艘次客輪進出港資料,建立基隆港客輪排放清冊資料庫,同時結合環保署與基隆港務分公司的空氣品質測站數據,彙整基隆區域氣候條件,利用迴歸分析方法,探討客輪活動強度排放之空氣污染物,對基隆港港區之空氣品質影響。
    根據氣象條件分析結果顯示,基隆地區全年約有37.1%機率為東北風向,易自海洋方向漂入空氣污染物。客輪活動在近5年約占整體船舶活動強度之13~21%,根據各空氣污染物排放係數,計算得知客輪空氣污染物排放狀況,空氣污染物排放最大的來源是船舶靠泊狀態。然2020年受到COVID-19衝擊,雖然客輪航次大幅度下降,但船舶於非營運狀態之長期靠泊情況,反而造成增加空氣污染物排放量。
    根據迴歸分析環保署與基隆港務分公司空氣品質濃度與客輪空氣污染排放量的關係,並比對基隆市空氣污染源排放情況,結果顯示PM10、PM2.5、SO2及NOX之排放,主要來自於非港區外的移動污染源或固定式污染源,客輪活動並非主要影響基隆區域空氣品質之因素。整體而言,客輪若能使用潔淨能源,以及靠泊時使用岸電設備,均能有效降低船舶活動排放之空氣污染物,並達到港區空氣污染物排放減量及維護空氣品質之效果。
    ;This study investigated the total emission and characteristics of air pollutants, such as PM10, PM2.5, SO2, and NOX, emitted from cruise ships entering and departing activity at Keelung port by the calculation formula of vessels gross tonnages. This research was collected 1,177 cruise ships arrival and departure records from 2016 to 2021 Taiwan Port Net data and established the Keelung cruise ships emission database. This research was also analyzed the monitoring data collected from the Air quality stations of Environmental Protection Agency (EPA) and Keelung Port Branch of Taiwan Ports Corporation. In this research, the air pollutant emission from cruise ships activities effects on the air quality in Keelung
    harbor area by regression analysis was also discussed.
    According to the analysis results of meteorological condition in Keelung area, there is 37.1 % of northeast wind direction all the year. It implied that the air pollutants could come from ocean. Activities from cruise ships account for 13-21% of all ships activities in recent 5 years. Based on the emission coefficient of air pollutants, the major air pollutants emission from cruise ships activities was docking at harbor. Although numbers of cruise ships were dropped down significantly due to the COVID-19 in 2020. However, air pollutants emission was increased resulted in the non-operating ships docked at harbor for a long time.
    According to the relationship between air pollutants emitted from cruise ships and air quality monitoring data from EPA and Keelung port station by the regression analysis, the air pollutants concentration in Keelung city, such as PM10、PM2.5、SO2 and NOX, are mainly contributed by mobile and/or stationary pollution sources outside the harbor area. That is, cruise ships activities is not the main factor for influencing the regional air quality in Keelung area. In summary, the clean energy and shore power supply used in the cruise ships activities could reduce significantly the air pollutants emission.Meanwhile it could both acheive the purposes of air pollutants emission reduction and good air quality maintenance in
    Keelung harbor area.
