    近年來海岸結構物之設置,從過去防止海浪侵蝕破壞,保護海岸地區生
    命財產安全的單純目的,轉變成包含美化景觀與遊憩行為並重等多功能的
    目標,其中「海岸構造物拆除」則是轉換過程將遇到第一門重要課題。現今
    國內對於海岸構造物拆除工程並無明確施工規範,多係直接引用建築拆除
    工程施工規範作為施工依據,惟臨海施工與陸地建築施工所面臨的除了環
    境條件不同外,施工機具、施工工法、施工防災減災等皆有明顯差異,往往
    在容易引起爭議,甚或造成施工困難。
    本研究於探討海事施工前,先針對海事工程環境特性條件切入,彙整最
    直接影響工程的海氣象條件,並以海洋環境保護及生態友善之施工條件,到
    海事拆除工程所產生之營建廢棄物之處理,以對環境可能造成之衝擊影響
    降至最低為目標。並透過基隆港及蘇澳港等兩處碼頭拆除工程實際案例進
    行探討,發現其監測作業、海洋保護措施、環境污染防治及營建廢棄物處理
    方式,契約工項及施工規範皆尚有未盡完善之處,爰此,本研究以「建築物
    拆除施工規範」及行政院公共工程委員會施工綱要規範「第02220章工地拆
    除」為基準,依據海事工程施工環境及工程特性,提出海事拆除工程施工規
    範之雛形,進一步探討現行規範之合宜性,提供後續海事工程拆除施工之參
    考依據。;Abstract
    In recent years, the installation of coastal structures has changed from the
    simple purpose of preventing the erosion and destruction of waves and protecting
    the safety of life and property in coastal areas into a multi-functional goal that
    includes both landscape beautification and recreational activities. Among them,
    "demolition of coastal structures" is a conversion. The process will encounter the
    first important subject. At present, there are no clear construction specifications
    for coastal structure demolition projects in China. Many systems directly quote
    the construction specifications of building demolition projects as the construction
    basis. However, in addition to environmental conditions, construction equipment,
    construction methods, and construction There are obvious differences in disaster
    prevention and mitigation, which are often prone to disputes or even construction
    difficulties.
    Before discussing the maritime construction, this research first cuts into
    the environmental characteristics and conditions of the maritime engineering,
    consolidates the maritime weather conditions that most directly affect the
    engineering, and uses the marine environmental protection and ecologically
    friendly construction conditions to determine the construction waste generated
    by the maritime demolition project. Treatment, with the goal of minimizing the
    impact on the environment. Through the actual case study of two wharf
    demolition projects in Keelung Port and Suao Port, it was found that the
    monitoring operations, marine protection measures, environmental pollution
    prevention and treatment methods, and construction waste treatment methods,
    contract work items and construction specifications are still incomplete For this
    reason, this research uses the "Building Demolition Construction Code" and the
    Executive Yuan Public Works Committee Construction Outline Code "Chapter
    02220 Site Demolition" as the benchmark, and proposes the maritime demolition
    engineering construction specifications based on the maritime engineering
    construction environment and engineering characteristics. To further explore the
    suitability of the current regulations and provide a reference basis for subsequent
    maritime engineering demolition construction.
