    摘要: 隨臺灣公路路網發展越趨完善,鋪面之養護與修復即成為市區道路主管機關之首要議題,地方政府須考量應如何延長現有公路使用年限及維持良好路面性能並降低養護預算。本研究使用高解析度二維雷射CCD與線性攝影機收集臺灣市區道路鋪面狀況包含IRI、車轍和裂縫,並邀請30名市民及28路面工程師參加道路現況服務能力評分計畫,協助建立臺北路面品質指標(TPQI),最終提出臺北市區道路路面管理策略。本研究使用之鋪面檢測車可通過美國AASHTO、日本土木研究所及臺灣CNS之規範。依據本研究結果,可得指標計算公式為TPQI=5-0.612*ln⁡(IRI)-0.127*√Crack-0.253*ln⁡(Rut),其解釋能力為97%,其使用趨勢與日本維護管理指標(MCI)一致。指標係數之差異則因兩國用路人之要求與期望有所不同所致。考量到臺北市80%使用者之滿意度與市府預算,TPQI最低養護門檻要求為3.2,單項指標劣化情形分別為裂縫率17%、車轍深度12mm,及IRI9.7m/km。市區道路之養護與修復一直為臺灣路面工程師最重要的課題與挑戰,透過本研究之成果,TPQI可作為臺北市政府在逐年遞減之養護預算下,用以提升道路養護之評估指標,且值得進一步研究。;Pavement maintenance and rehabilitation are the most important issue of urban road administration in Taiwan. After the development of Taiwan road network are closely complete, to extend the urban road service time, keep good performance and cost down are concerned by local government. The objective of this study was established an index for Taipei city government to keep pavement service level meet the requirement of resident. The high definition 2D Laser CCD and camera was adopted to collected pavement condition included international roughness index, rutting and crack in Taiwan city. 30 residents and 28 engineers were invited to join the Present Serviceability Rating (PSR) program to assistant establishing the Taipei Pavement Quality Index(TPQI). At last, the proposed pavement management strategic of the Taipei urban road would be suggested in this study. The validation of the inspection vehicle with the high definition 2D laser CCD and camera was satisfied the AASHTO standard, public works research institute and Taiwan CNS standard. According to the results, the formula was as following: TPQI=5-0.612*ln⁡(IRI)-0.127*√Crack-0.253*ln⁡(Rut), the explanation coefficient of TPQI was 97%. the trend of Maintenance Control Index (MCI) of Japan and the TPQI were same, only a little coefficients different and the different should be due to two countries user requirement and expectation. In consideration of Taipei 80% users satisfaction and capital budget, minimum requirement of TPQI should be 3.2, Crack ratio should be under 17 %, Rut. depth should be under 12 mm, the IRI should be under 9.7 m/km. The maintenance and rehabilitation of urban road is always the most important course and challenge for engineers in Taiwan. Based on above, TPQI should be a very nice index for Taipei city government to maintenance urban road pavement using the annual decreasing capital budget and it is worthy of further study.
