Abstract:	本計畫透過建構學術性的「基層文官代表性績效衡量」的理論架構，以及探討我國客家族群與原住民族母語復振之政策利害關係人的績效觀感，以反映臺灣族群政策、制度安排與場域推動的動態。本計畫預期將產生以下影響：一、精進族群政策，以構築我國共存共榮的多元族群社會；二、保障少數、文化不利族群，以實現社會平等，並提昇母語復振的政策績效；三、調整當前文官甄補制度，以提昇文官體制的多樣性；四、檢視地方政府之中族群型代表性行政機關的法制定位，以強化文官代表性；五、促使基層官僚在推動族群政策的公私協力過程之中，重視政策利害關係人的績效觀感並強調民主價值，以落實民主治理。
