    Abstract: 臺灣走向民主化的過程中,族群議題一直都是重要的表徵。而政府體制中的文官體系組成能否代表社會群體特質,進而反映在政策制定與執行上,這是落實民主行政的課題,亦為代表性官僚的精神所在。當代政府更進一步設置族群型代表性行政機關,以確保少數族群的利益與價值。
      本研究以桃園市政府客家事務局作為研究個案,針對基層文官、在地客家社團及參與民眾等政策利害關係人,透過深度訪談針對「客家族群認同」及「基層官僚」等因素來進行研究,觀察基層文官是否具有客家積極代表性,並分析其對於政策執行之影響。
      研究結果發現:一、客籍基層文官明顯具有積極代表性,非客籍基層文官亦呈現積極代表性,而客家族群認同影響了文官積極代表性之作為。二、客籍基層文官,在公務上使其認知必須「依法行政」,但對於客家族群卻是積極樂於服務的,因而呈現出在公務角色及客家身分之間的矛盾性。三、設置族群型代表性行政機關有利於強化客家族群自我認同。
      在結論中,本研究提出政府應落實文官多元文化之職能培訓,以及提供文官進修意願之誘因等政策建議,並促進各族群間之和諧關係。;In the process of Taiwan′s democratization, ethnic issues have consistently been a significant characteristic. The question arises whether the composition of the civil service within the government system can represent the various social groups′ characteristics, reflecting in the formulation and implementation of policies. This is essential to the execution of democratic administration and embodies the spirit of a representative bureaucracy. Contemporary governments have further established ethnic representative administrative bodies to protect the interests and values of ethnic minorities.
      Taking the Hakka Affairs Bureau of the Taoyuan City Government as a case study, this research conducts in-depth interviews with policy stakeholders, including street-level bureaucrats, local Hakka nonprofit organizations, and participating public, to discern whether street-level bureaucrats actively represent the Hakka, and to analyze their impact on policy implementation.
      The results of the research reveal that: (1) Hakka street-level bureaucrats are evidently positively representative, non-Hakka bureaucrats are also positively representative, and Hakka ethnic identity influences the positive representation of officials. (2) Hakka street-level bureaucrats, while managing public affairs, are cognizant of their obligation to "administer according to the law", yet they are actively and willingly serve the Hakka ethnic group. This presents a contradiction between their official role and Hakka status. (3) The establishment of an ethnic-based representative bureaucracy strengthens the self-identity of the Hakka ethnic group.
      To conclude, this study proposes that the government should provide multicultural functional training for civil servants, and encourage civil servants to pursue further education regarding the sensitivity and knowledge in ethnic affairs, so that the responsible bureaucrats can promote harmonious relations among ethnic groups.
