在捷運工程專案中,業主需求書大多未要求使用勞動部職業安全衛生署所提出的「營造工程風險評估技術指引」(以下簡稱技術指引)來作為風險管理計畫書之撰寫依據,在這樣的背景下,不同施工廠商撰寫的捷運工程風險評估計畫書之內容,可能與技術指引要求存在有相當程度之差異。因此,本研究透過技術指引與捷運工程風險評估之比較分析結果,想要釐清這樣的差異是否會影響工地落實風險管理策略亦為一未知之實務問題。 因此,本研究一開始先確認研究背景、動機、方法等,再藉由文獻回顧瞭解國內及國外相關風險評估版本,以及其它工程風險評估相關之論文加以參考,透過技術指引與捷運工程風險評估計畫書進行差異性比較與彙整分析,藉由相關差異來擬定訪談內容,並邀請參與某市捷運工程相關人員(包含施工廠商、監造及專案管理顧問等)進行訪談,最後,彙整訪談及案例比較之內容,並針對技術指引之運用範圍、使用對象及工程實務等面向提出相關建議,以利提升技術指引在工程風險評估之使用性。 ;In Mass Rapid Transit (MRT) projects, it is not mandatory for the government agency to draft a risk management plan of the turnkey design & delivery brief on the basis of the Technical Guidelines for Risk Assessment of Construction Projects (hereinafter referred to as the Technical Guidelines), which is proposed by the Occupational Safety and Health Administration under the Ministry of Labor. In this situation, risk assessment plans for MRT projects may partially differ from the Technical Guidelines. Therefore, this study aims to explore whether such difference will affect the implementation of risk management strategies at construction sites through analyzing the difference between the Technical Guidelines and risk assessment plans for MRT projects. After the background, motivation and methodology are determined, the study draws on literature review as well as other relevant studies to understand the domestic and overseas standards of risk assessment. The outline of interview questions is developed by comparing and analyzing the difference between the Technical Guidelines and risk assessment plans for MRT projects. People, involved in MRT projects and also have more than 10-year experiences in projects, including vendors, supervisors, project managers, etc. are invited to conduct the interview. Finally, through analyzing the interviews and case comparisons, this study offers relevant suggestions for the scope of application and practical implementation of the Technical Guidelines. The findings are useful to improve the availability of the Technical Guidelines in engineering risk assessment.
