桃園市於103年12月25日升格為直轄市,其人口成長數逐年提升,鑒於近年除了道路挖掘施工品質持續受到民眾關注外,另外道路發生施工不慎挖損管線等議題亦逐漸受到新聞媒體及社會大眾等重視,如何降低致災性地下孔洞發生及有效掌握管線空間位置一直是中央及地方政府努力共同希望能夠解決的重大課題。 本文將探討近年桃園市公共設施管線資料建置推動情形 透過建置三維管線圖資及研究 相關的作業流程,並使用現今的UAV航拍技術 進行三維建模 ,建置精緻化三維城市及道路模型以及在重劃區圖資建置流程在新建時即要求管線資料建置嘗試將已完成建置的正確管線圖資回饋給第一線施工人員, 透過正確第一手資料減少挖損情形。 三維圖資之衝突分析及1米DTM的導入,有效提升圖資精度,並制定重劃區作業流程持續優化圖資正確性,再利用UAV建置之三維模型完成整合套疊可 達成圖資與現地一致, 在未來能實踐施工前不必試挖的目標。;Taoyuan City was upgraded to a direct-controlled city on December 25, 2014. Its population growth rate has been increasing year by year. In recent years, in addition to the continued concern of the public about the quality of road excavation construction, issues such as accidental excavation and damage to pipelines during road construction have also gradually attracted the attention of the news media and the public. How to reduce the occurrence of catastrophic underground holes and effectively control the spatial location of pipelines have always been major issues that the central and local governments have worked hard to solve together. This article will discuss the promotion of public facility pipeline data construction in Taoyuan City in recent years. By building 3D pipeline data and studying related work processes, and using current UAV aerial photography technology for 3D modeling, a refined 3D city and road model is built, and the pipeline data construction process in the rezoning area requires pipeline data to be built when the new construction is completed, and attempts to feedback the correct pipeline data that has been completed to the front-line construction personnel, and reduce the excavation damage through correct first-hand data. 3D data conflict analysis and the introduction of 1-meter DTM effectively improve the accuracy of data, and formulate the rezoning area work process to continuously optimize the accuracy of data, and then use the 3D model built by UAV to complete the integration and stacking, so as to achieve the goal of consistency between data and the site, and no trial excavation before construction can be implemented in the future.
