摘要: | 桃園市工、商、住、農等生活型態多元,活動人口數眾多,112年桃園市人口數就已到達2,289,927人,造就指定清除地區內之一般廢棄物(含一般垃圾、資源回收物及廚餘)以近5年收運量估算,每年平均量高達120萬公噸,清除處理業務負荷相對沈重;然而市內唯一一座垃圾焚化廠長期因受一般垃圾混入大量廚餘,影響操作效率,使桃園市一般廢棄物妥善處理率,在六都之中的成績敬陪末座。 因此桃園市政府環境保護局著手籌建三合一生質能中心,是全國首座結合焚化、厭氧消化、固化掩埋三項處理技術之廢棄物處理設施,並將資源循環再利用理念,納入全廠處理程序之規劃設計中,其中的厭氧消化單元及熱處理單元,以富含有機生質物的廚餘廢棄物及高熱值的一般垃圾做為基底料源,進行生質能發電;另外環保局並藉由建置三合一生質能中心,整併或提升市內各區環保設施功能,此舉除了能提高一般廢棄物回收率也能妥善處理歷年累積的垃圾堆置量,還可發展太陽能、SRF等再生能源,同時整體處理措施,標榜低耗能、低排碳、高能源效率等多元效益,成為發展資源永續循環的優良示範,值得善加推廣。 ;Taoyuan City has diverse lifestyles such as industry, commerce, housing, and agriculture, and has a large active population. It also integrates the concept of resource recovery and reuse throughout the factory. In the planning and design of the project, the anaerobic digestion device and the thermal treatment device use food waste rich in organic biomass and general waste with high calorific value as basic material sources to generate biomass energy; in addition, the Environmental Protection Department also builds a three-in-one The Volkswagen Energy Center integrates or upgrades the functions of environmental protection facilities in various districts of the city, which can not only increase the general garbage recycling rate, but also properly handle the garbage accumulated over the years.
