dc.description.abstract根據亞洲開發銀行之資料(ADB,2010),在公路工程全生命週期中,建造階段之碳排放量自1.7%至6%不等,其餘皆來自營運維護階段,而在規劃階段之決策將對全生命週期有極大的影響,從設計上因先天限制條件所必須採取的工程作為、到營運階段可能因為坡度、高度等因素所額外產生的行車碳排放等。因此,若能於選線規劃時,評估整條路線之全生命週期碳排放量,將有助於減少公路工程新建後所造成之碳排放。 本研究首先透過文獻蒐集彙整之結果,初步擬定全生命週期中需進行評估之碳排放項目後,透過訪談國內碳排放評估與參與公路工程可行性規劃的專家,了解在目前碳排放評估所遭遇之困難與限制及可行性規劃可得知之工程資訊後,建構一碳排放評估模式適用臺灣公路規劃階段。並透過蒐集國內公路工程歷史設計資料,用以建立本評估模式之參數。在本研究建構之碳排放評估模式中,將建造階段區分為路工段、橋梁段、隧道段、碳匯變化等4大部分;營運階段則分為維護工程及交通使用等兩個評估項目。而本研究為確保評估模式參數之合理性,本研究將路工及隧道之評估結果進行第二次專家訪談,以了解本模式之參數與工程實務設計經驗是否相符。最後透過兩個國內公路工程規劃報告,透過案例測試本研究建構之碳排放評估模式,以確保本模式在實務上可操作性。zh_TW
dc.description.abstractGreenhouse effect and greenhouse gas mitigation practices are becoming global issues in recent years. The government in Taiwan has also developed policy to reduce CO2 emission and save energy in construction of public projects. As the country development and economic needs, transportation engineering project becomes the main part of public construction. In the past, the process of design and review of transportation engineering projects were never or less considered the influence between carbon emission, costs and benefits, and schedule of various alternatives. Therefore, the objective of this research is to develop the calculation methods of carbon emission in feasibility phase that will helps for users to calculate carbon emission and analyze the different of alternatives. This research attempts to establish evaluate model of CO2 emission in feasibility/design stage, through collecting seven historical design cases used to establish the parameters of the evaluation model. In this carbon emissions evaluation model, the construction phase is divided into road section, bridge sections, tunnel sections, plants change of the four assessment items the operational phase is divided into maintenance works and transport use of two assessment items. This study collected two highway planning report for model testing to ensure that the model can be used in practice.en_US
