dc.description.abstract國內政府採購中巨額採購決標金額佔整體決標金額的半數以上,因此巨額採購執行結果之良窳,將影響整體採購之成效乃至於政府施政績效。政府採購法規定,機關辦理巨額採購應提報效益分析,而主管機關應對重大採購事件進行效益評估,其中重大採購事件乃從巨額採購案篩選而來。國內過往對於政府採購之效益分析與評估並不重視。本研究以重大採購事件為對象,除分析現行政府採購效益評估制度之執行現況外,並以數量最多的「新建、興建大樓」與「活動、祭典」兩類採購案件進行深入分析。此外,為釐清國內政府採購效益評估制度之問題,本研究參考國外學者對政府採購制度運作所提出的五個構面(政策面、法規面、預算面、執行面及回饋面),分析國內政府採購效益評估制度所面臨的問題,並將其轉換為訪談題項及問卷內容,最後再透過專家深度訪談以及問卷調查完成分析與驗證。經本研究分析後發現,現行政府採購效益評估制度有執行人員觀念偏差、評量作業與施政目標未相互結合、與預算未作妥適連結、執行人員普遍欠缺效益分析專業及填報系統不具即時管控效果等問題,造成評估制度流於形式,只求沒有疏失,難有正面施政激勵,因此效益評估結果亦無法有效回饋用以改善政府採購機制、提升政府採購效益。希望藉由本研究完成的初步分析與結論,提供國內落實與改善政府採購效益評估制度之參考,以達成原政府採購法中效益評估機制之設計目的。zh_TW
dc.description.abstractThe value of large procurement is over half of total government procurement value, therefore, the outcomes of large procurement play a key role for the performances of government procurement and government policy. According to the regulation of Government Procurement Act (GPA), procurement entities shall report efficiency analysis of a subject procured in a large procurement and the responsible entity shall have an annual efficiency analysis for the important procurement that is selected from the large procurement. In the past, procurement efficiency analysis in GPA did not receive much attention. Focusing on the important procurement, this study explores the conditions of procurement efficiency analysis system in GPA through studying on accessible procurement efficiency evaluation reports, and further analyzes two types of procurements, i.e., building construction and festival event. Furthermore, referring to a procurement system structure (consisting of policy making and management, procurement regulations, authorization and appropriations, procurement function in operation, and feedback) proposed by a previous study, this study identifies the problems of procurement efficiency analysis and evaluation, organizes the problems into questions for interview and questionnaire survey, and then validates whether the problems exist. This study finds that current problems of procurement efficiency analysis and evaluation in GPA include analysis and evaluation officer with cognitive biases, evaluation without integrating with policy objectives, evaluation without linking with budgeting, the officer without efficiency analysis and evaluation knowledge commonly and reporting system without prompt control function. Above identified problems result in a mere formality procurement efficiency analysis system in which evaluation targets on no negligence and with a little positive feedback. In sum, the outcomes of current procurement efficiency analysis system did not provide effective feedback to improve government procurement efficiency and to improve government procurement performance. Hopefully, preliminary research results can be as a basis for making procurement efficiency analysis system into effect and improving its performance, which is designated for the efficiency analysis mechanism in GPA.en_US
