dc.description.abstract現行法規對於固定污染源管制,採以被動管制之許可制度為主要政策。然針對屢遭陳情案件應確實掌握污染源排放時機並配合主動稽查,方能立即達空氣污染改善之成效。惟以往空氣污染稽查方式,皆僅以人力稽查為主,稽查人員至污染現場由於難以得知污染排放之確切時間,且空氣污染常為肉眼無法辨別,故僅能對廠內是否取得固定污染源操作許可證或是否依照許可證核定內容進行操作等行政管制面進行稽查,然此稽查模式並未能達到稽查作業所期望達成之空氣污染改善成效。 本研究針對銅箔基板製造程序、膠帶製造程序、玻璃纖維製造程序及印染整理程序共4類製程及蓄熱式廢氣焚化爐等有溫度變化之設備進行調查,藉由紅外線熱顯像儀發現各類製程於平時以肉眼查核無法發現之污染,並利用紅外線熱顯像儀監控掌握污染源不當操作時機。 經研究案例分析顯示,於廠外進行監控,皆能使稽查人員掌握主要污染時段,並於第一時間進場查核,各案例進行查核後,皆發現污染事實。經分析紅外線熱顯像儀使用之優劣狀況及成本效益,發現使用紅外線熱顯像儀對於製程中有熱變化之污染源查核確實可行,不僅成本較單純人力稽查更為低廉,更能於稽查前即充份掌握污染事證,採以突擊式稽查皆能一舉達成污染搜證之目的,以提升空氣品質管制效益,另配合告發處分及輔導改善,皆可有效減少空氣污染排放及陳情案件發生。zh_TW
dc.description.abstractExisting regulations for Stationary Pollution Source control, passive control of the mining permit system as the main policy. However, for the case of repeated petitions should really grasp the timing and with the active source emissions inspection in order to immediately improve the effectiveness of air pollution. However, air pollution inspectors previous ways are only human inspectors mainly inspectors to contaminated sites because of the difficulty of the exact time that pollution emissions and air pollution often naked eye can not discern whether it can only be achieved on the plant operation stationary sources whether in accordance with the approved permit or license to operate such content for administrative control surface inspection, then this inspection inspectors operating mode and failed to achieve the desired improvement in the effectiveness of air pollution reached. In this study, the manufacturing process for the CCL (Copper clad laminate), adhesive tape manufacturing process, glass fiber manufacturing process and dyeing and finishing process a total of four class manufacturing processes and regenerative thermal oxidizer devices such as a temperature change of the investigation, by the FLIR (Forward Looking Infrared) Radar found that various processes in peacetime to the naked eye can not discover the pollution checking and monitoring the use of FLIR to master pollution improper operation timing. The case study analysis shows that on-site monitoring, all make major pollution inspectors time to master, and in the first time entering the audit, carried out checks each case, the facts were found contaminated, also analyzed the FLIR the pros and cons of using the position and cost-effectiveness, found that the use of FLIR for changes in the manufacturing process of hot check pollution is feasible, not only costs more affordable than a simple human inspectors, more for inspection prior to being fully grasp something pollution permits, mining inspectors have encountered in one fell swoop to assault-style pollution reached the purpose of gathering evidence in order to improve air quality control benefits, and the other with informant punishment and counseling to improve, can be effective in reducing air pollution emissions and petitions cases.en_US
