dc.description.abstract本研究從政策利害關係人角度,針對我國客家事務行政類科考試政策執行,廣泛蒐集此政策之基本認知,採用質性深度訪談之方式,深度訪談地方機關客家事務行政人員、專家學者以及考生進行深入訪談,彙整分析各方之意見,期望能夠使政策之執行順利圓滿。 研究發現包括:(1)用人機關期望經考試錄取之考生能夠具備客家文化素養及語言能力,以期考用合一;(2)考試承辦機關、用人機關使得考試能夠符合公正性與適當性;(3)因應政策改變影響:未來考試政策改遍及執行,尚有加考客家語文,已經舉辦第3年的高普考客家行政類科,係屬於萌芽期階段,未來應考科目將首度改變,考選部初步透過用人機關及專家學者討論後,目前確定將加考客語,高普考客家行政類科考試將加考客語為合併科目,而面對國家考試重大變革,考試院已在今年業經也舉辦第一場預試,科目為「實用客語以及客家語文」,測驗客語聽、說能力。(4)政策檢討改進及建議:由於各方之意見皆有可取之處,加考客語部分,應該列入專業科目,落實客語無障礙公共服務;用人機關釋出名額增加錄取,檢討改進高普考重榜錄取情況。 綜上所述,目前客語測驗尚未標準化之前,尚不宜貿然列為獨立考科實行。至於有關預算編列困難問題,本文認為加考客語聽力與口說測驗,有關設施或閱卷的人員等都需要相關經費,但以目前客委會每年皆會編列補助款鼓勵公部門、企業機構推動客語、客家文化、產業計劃等,建請客委會於相關預算下允支補助推動客語為國家考試科目的相關經費,與考試院共同負起落實客家基本法的責任。zh_TW
dc.description.abstractIn this thesis uses stakeholders from the policy point of view for Administration of Hakka affairs Exam Policy implementation extensive collection of basic understanding of this policy. this thesis uses qualitative depth interviews manner, Hakka Affairs depth interviews with local authority officers, experts and scholars as well as candidates for in-depth interviews and analysis of the parties exchange views on the whole to expect to be able to make a smooth and successful implementation of policies. Research findings include: (1) employing authorities expect the candidates admitted to the examination with the Hakka cultural literacy and language skills to use single final examination; (2) Examination contractor agencies, employing authority makes the exam can meet the fairness and appropriateness; (3) in response to changes in its policies: the next exam policy change throughout the execution, there to raise test Hakka language, has been held for the first three years of high Hakka general examination of administrative division, department belongs infancy stage, the subjects taken and will be the first change in the future, consider the ministries initially employing authorities and experts through discussion, reference will be added to determine the current Hakka, Hakka high general examination of administrative examinations will be added Hakka test subjects for the merger, the face of major changes in national examinations, the Examination Yuan in year been also organized the first pre-test, the subjects’ practical and Hakka Hakka language "Hakka tests listening and speaking skills. (4) review and improve policies and recommendations: Due to the opinion of the parties Individually merit raise test Hakka part, should be included in professional subjects, the implementation of Hakka accessible public services; employing authorities admitted the increased admission, review and improve high general examination re standings enrollment. In summary, before the current tests are not standardized, yet not as a separate exam hastily implemented. As for budgeting difficult issues, this thesis considers raise test Hakka listening and speaking tests, marking the facilities or personnel-related expenses and so need, but every year now for Hakka Affairs Council restated grants to encourage the public sector, corporate agencies to promote Hakka, Hakka culture, industry programs, built treat authority allowed in the relevant budget support grants to promote Hakka test subjects related to national funds, together with the Examination Yuan to take responsibility for the implementation of the Hakka Basic Law.en_US
