This study was designed to explore the current implementation status, needs and difficulties faced of "four-hour Environmental Education courses " formulated by the "Environmental Education Act" in elementary schools in Taoyuan County. The questionnaire investigation was aimed at the 200 "undertakers of Environmental Education affair" of 100 elementary schools in Taoyuan County.The results of this research were then summarized and analyzed , and used for developing feasible strategies and recommendations to environmental protection agencies, educational institutions, and other related units the references for the implementation, review, and revision of the "Environmental Education Act" in the future.It is expected to improve the quality of Environmental Education.
In this study, the recovery rate of effective questionnaires is 93%. In this questionaires, was found that only 48% of "the undertakers of Environmental Education affair" approve "four-hour Environmental Education every year" regulated by the "Environmental Education Act", and most of them don’t like to participate in the learning of "24-hour environment-related issues" for the certification of "Environmental Education Designated Personnel". It was found from the summarization of questionnaire results that "the undertakers of Environmental Education affair" encountered difficulties in the promotion of "four-hour Environmental Education" for staffs and teachers due to low willingness to participate, activity planning is difficult to introduce , all kinds of learning activities of issues related to the school itself are very much, administrative personnel are busy for their professional work, and so on. The "Environmental Education Act" has good intentions, but it is easy to become a mere formality.
Therefore, in order to allow the implementation of Environmental Education to be promoted completely, it is recommended that the related units of government should hold a seminar to communicate and explain details to the "undertakers of Environmental Education affair" in order to get their recognition and support. In addition, it is recommended that the relevant officers of the government should have a variety of supporting measures to provide more certified facilities and teaching resources for environmental education. As a result, the "undertakers of Environmental Education affair" of schools will have more choices, be able to handle more diverse, interesting, and attractive environmental education programs. Finally, it is recommended that the related units to set some incentive methods, such as penalties replaced with award, to encourage those schools or related personnel who earnestly and actively deal with "Environmental Education".
