dc.description.abstract嚴重特殊傳染性肺炎(COVID-19)正全面影響著全世界,國際間紛紛進行邊境管制,台灣對外經濟則依靠順暢的國際運籌港埠來維持。國際運籌港埠為國家經貿之窗口,亦是全球供應鏈上的合作夥伴與重要節點,近年來,台灣也積極擴展了連結港埠與群聚的產業園區,建構出全新的全球運籌模式。因此,本研究將國際運籌港埠結合產業園區,提出企業進駐所需的重要考量因素,包括「政府政策」、「港埠軟硬體建設」、「產業與港埠合作」、「貨運管理與效能」、「週邊交通連結性」、「物流與市場」及「產業園區加值能力」等七個構面。本研究針對台灣地區營運之國際物流業者發放問卷,以結構方程模式建立概念模型,並透過相關檢定與分析,驗證本研究之假設。研究發現,透過政府政策的支持,結合完善的港埠軟硬體建設,健全的週邊交通,使港埠能有效運用複合式運輸創造港埠間的夥伴合作,彼此藉由港埠貨運管理能力,透過物流將商品送達世界各地市場,成為港埠結合產業園區的發展模式。另外,本研究還發現,政府應優先加強港埠的行政及港務與關務等運作效能、強化貨物運輸能力、加速推動港埠對外交通建設等,藉此吸引更多企業進駐國際運籌港埠。本研究是少數將港埠視為供應鏈體系的一部分,並透過港埠與產業園區視為一體的創新觀點來研究國際運籌港埠的發展模式。zh_TW
dc.description.abstractThe global pandemic of coronavirus disease 2019 (COVID-19) has caused more serious international border control impacting Taiwan whose economy relies on international trade. Global logistics ports are critical for a country’s economic as well as in the global supply chain. In recent years, Taiwan actively expanded industrial parks that connect ports and industrial clusters to build a new global operation mode. Therefore, this study proposes important factors for an enterprise to consider investing inside an industrial park linking global logistics ports, including the "Government Policy", "Harbor Software Hardware Construction", "Industry and Port Cooperation", "Freight Management and Efficiency", "Peripheral Traffic Connection", "Logistics and Market" and "Industrial Park Value-added Capacity". This study issued a questionnaire to international logistics owners in Taiwan, established a conceptual model in structure equation modeling (SEM), and verified the assumptions of this study through relevant verification and analysis. The study found that through the support of government policies, combined with improved ports construction, sound surrounding traffic, enabling ports partnership with effective compound transportation. Through the capability of ports management and logistics to deliver goods to various markets around the world. It has become a development model that integrates industrial parks and ports. In addition, the study also found that the government should give high priority to the operational effectiveness of ports administration, ports management and custom service to strengthen the transportation capacity of goods, and accelerate ports transportation construction. Thereby more enterprises will apply their approach the global logistics ports. This study is a minority to regard ports as part of the supply chain system. It takes on the innovative viewpoint of ports and industrial parks as an integral part to the development model of the global logistics ports.en_US
